{"id":95627,"date":"2026-03-09T21:11:00","date_gmt":"2026-03-09T18:11:00","guid":{"rendered":"https:\/\/mdu.edu.az\/?p=95627"},"modified":"2026-05-21T21:14:43","modified_gmt":"2026-05-21T18:14:43","slug":"the-role-of-transport-logistics-systems-in-urban-planning-policy","status":"publish","type":"post","link":"https:\/\/mdu.edu.az\/en\/the-role-of-transport-logistics-systems-in-urban-planning-policy\/","title":{"rendered":"The Role of Transport Logistics Systems in Urban Planning Policy"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the decree signed by the President of the Republic of Azerbaijan, Ilham Aliyev, on December 22, 2025, the year 2026 was declared the \u201cYear of Urban Planning and Architecture\u201d in the Republic of Azerbaijan. One of the priority directions of urban planning policy is ensuring the balanced development of the capital city and the regions, as well as promoting sustainable settlement, as reflected in the country\u2019s socio-economic development strategy. In accordance with the \u201cAzerbaijan 2030: National Priorities for Socio-Economic Development\u201d strategy, new opportunities are emerging to strengthen international cooperation in the fields of urbanization and sustainable development. Compared to previous years, broader and more systematic urban planning activities should be implemented throughout the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, urban infrastructure is mainly explained through three classical models:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Concentric Zone Model<\/strong> \u2013 the expansion of a city outward from the central business district in circular zones;<\/li>\n\n\n\n<li><strong>Sector Model<\/strong> \u2013 the development of a city in sectors along transportation corridors;<\/li>\n\n\n\n<li><strong>Multiple Nuclei Model<\/strong> \u2013 the formation of a city around several economic centers instead of a single core.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Specialists involved in the urban planning process, including urban planners, architects, civil engineers, and transport engineers, address both infrastructural opportunities and social issues. The primary objective of regional planning is to ensure sustainable development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main priority of modern planning is sustainability. This includes the efficient use of resources, the construction of green buildings, the development of pedestrian-oriented infrastructure, and the reduction of carbon emissions through decreased dependence on transportation. The \u201cSmart City\u201d concept also represents an important component of this approach. Smart city technologies enable the monitoring of road infrastructure and transportation systems, public safety and security services, as well as data collection, analysis, and the provision of flexible and accurate solutions. These technologies allow city administrations to maintain direct communication with both the community and urban infrastructure while monitoring urban processes and development trends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smart cities operate through data collected from smart devices. These devices may include mobile phones or sensors installed in vehicles. Once sufficient data is collected, responsible authorities can identify the needs of the city and initiate the necessary infrastructure projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Traffic congestion and transportation-related challenges are common problems faced by urban populations worldwide. However, smart technologies provide promising solutions to these issues. For example, public transportation routes can be adjusted in real time according to demand, while systems such as smart traffic lights and intelligent bus stops can also be effectively utilized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The existing structure of cities is no longer sufficient to cope with the infrastructure burden created by the steadily growing urban population. Urban administrations are increasingly focusing on the efficient use of electricity, gas, and water resources. In addition, technologies that monitor the condition of all critical infrastructures \u2014 including highways, bridges, tunnels, railway transport, metro systems, airports, seaports, and communication systems \u2014 evaluate data, optimize resource structures, develop preventive maintenance plans, and ensure the security of these systems have made smart cities indispensable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The normative document approved by Order No. 03 of the State Committee for Urban Planning and Architecture of the Republic of Azerbaijan dated January 13, 2009 defines the composition, content, development, and approval procedures of urban planning justification. Clause 1.3 of the document states that urban planning justification should be implemented comprehensively within the boundaries of planning units such as residential districts, neighborhood groups, engineering and transport networks, industrial hubs, and similar areas. The boundaries of the territory intended for urban planning justification are determined by local executive authorities jointly with municipalities on a topographic basis. Unfortunately, it should be noted that during the expansion of large cities and suburban residential areas in previous years, these standards were seriously violated. As a result, unplanned residential areas today face major problems such as narrow road infrastructure, limited street capacity, architecturally inappropriate buildings, water and sewage systems unable to withstand peak loads, and drainage systems incapable of fully handling rainwater.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the modern era, the acceleration of urbanization has further increased the importance of transportation and logistics systems in cities. Transport and logistics systems significantly influence urban economic development, population mobility, and the efficient organization of the urban environment. This article analyzes the role of transport logistics systems in urban planning policy, as well as their economic, social, and environmental aspects and modern urban planning approaches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the twenty-first century, the rapid development of cities and the acceleration of urbanization have further enhanced the importance of transport systems. According to reports by the United Nations, more than half of the world\u2019s population already lives in urban areas, and this figure is expected to increase further in the future. This makes the effective organization of transport and logistics systems in cities increasingly necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transport and logistics systems are considered one of the key components of urban planning policy. In addition to ensuring the efficient movement of people and goods, these systems also coordinate the economic activities of the city. In modern urban planning concepts, transport infrastructure plays a central role in organizing the functional zones of a city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proper planning of transport and logistics systems in urban planning policy contributes to solving the following issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>increasing mobility within the city;<\/li>\n\n\n\n<li>optimizing economic activities;<\/li>\n\n\n\n<li>reducing negative environmental impacts;<\/li>\n\n\n\n<li>ensuring the efficient organization of urban space.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">From this perspective, the role of transport and logistics systems in urban planning policy should be comprehensively examined. A transport and logistics system encompasses the complex infrastructure and management mechanisms that ensure the efficient movement of people, goods, and services from one location to another. This system consists of the following main elements:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transport infrastructure includes the physical facilities that ensure mobility within and between cities. These include highways and roads, railway networks, metro and tram systems, airports, and sea and river ports. Such infrastructure represents one of the key mechanisms supporting the functioning of the urban economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Logistics infrastructure consists of facilities designed for the storage, processing, and distribution of goods. These include logistics centers, warehouse complexes, cargo terminals, and distribution centers. Such facilities ensure the efficient operation of the logistics chain and accelerate trade processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modern transport and logistics systems are based on information technologies. Through intelligent transportation systems, traffic flow is monitored and managed. These technologies help reduce congestion and improve transportation efficiency. Transport and logistics systems are among the main directions of urban planning policy. During city planning, transport infrastructure must be considered together with economic and social factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transport infrastructure plays a significant role in the development of the urban economy. An efficient transportation system reduces the cost of transporting goods and accelerates logistics processes. As a result:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>trade relations expand;<\/li>\n\n\n\n<li>investment opportunities increase;<\/li>\n\n\n\n<li>the business environment improves.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Research shows that cities with well-developed transport infrastructure tend to experience higher economic growth rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A properly organized transport system also plays an important role in the daily lives of urban residents. Efficient public transportation systems provide easier access to workplaces, educational institutions, and social services. This contributes to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>greater social equality;<\/li>\n\n\n\n<li>reduced time loss;<\/li>\n\n\n\n<li>improved quality of life.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Transport infrastructure directly affects the organization of a city\u2019s functional zones. The placement of residential, industrial, and commercial areas is closely linked to transportation connections. For example, industrial zones are generally located near highways and railway lines, while residential zones are planned close to public transportation networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In modern urban planning policy, the principles of sustainable development are of particular importance. A sustainable transportation system not only ensures economic efficiency but also contributes to environmental protection. The transportation sector is one of the major sources of carbon emissions released into the atmosphere. Therefore, the development of environmentally friendly transportation systems in cities is considered essential. In this regard, the following measures are being implemented:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the use of electric vehicles;<\/li>\n\n\n\n<li>the construction of bicycle lanes;<\/li>\n\n\n\n<li>the development of public transportation.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These measures contribute to reducing carbon emissions and improving the urban environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with urban development, new transport and logistics models have emerged. Multimodal transportation involves the integration of different modes of transport. This system enables more efficient freight and passenger transportation. Intelligent Transportation Systems (ITS) ensure the management of traffic flow through the application of information technologies. The advantages of these systems include reduced traffic congestion, lower fuel consumption, and increased transportation safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, significant projects have been implemented in Azerbaijan to develop transport and logistics infrastructure. Particularly in Baku, the modernization of the transportation network has become one of the priority directions of urban planning policy. Projects such as the expansion of the metro network, the construction of new highways, and the development of international logistics corridors will contribute to transforming Azerbaijan into a regional transport and logistics hub.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there are still challenges related to the development of urban transportation systems, including traffic density, congestion, environmental pollution, and the insufficient development of public transportation. Addressing these problems requires a comprehensive approach within the urban planning process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The application of intelligent transportation technologies and the development of multimodal logistics systems are of particular importance in urban planning policy.
