This approach aims to accelerate the integration of the higher education system into the global scientific space and corresponds to the core requirements of the modern university model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his speeches on science and education, President Ilham Aliyev has also emphasized the integration of universities into the international scientific environment, the increase of scientific output, and the creation of a competitive academic environment as key priorities for the development of higher education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the Ministry of Science and Education presents the implementation of performance-based incentive mechanisms as an important element of the modern university model. The differential salary system adopted at Mingachevir State University serves the practical implementation of these strategic approaches at the university level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result-oriented focus of the regulations is not accidental but strategic in nature. Modern management approaches in science and higher education demonstrate that academic activities should be evaluated based on measurable indicators open to international comparison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this regard, the regulations are particularly aimed at encouraging scientific research and project activities. The incentive mechanism is designed to support activities that create additional academic value and enhance the scientific reputation of the university.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach fully aligns with international higher education practices and accelerates universities\u2019 transition toward a research-oriented development model. Priority has been given to outputs generated through scientific productivity. These include scientific works published in periodicals indexed in international abstracting and indexing systems (\u201cWeb of Science\u201d and \u201cScopus\u201d), patents, project outcomes, and international certificates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The coefficients for the relevant academic year are determined as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Academic staff ranked 1st\u201310th in the ranking list receive a 30% increase in their official salary;<\/li>\n\n\n\n<li>Academic staff ranked 11th\u201320th receive a 20% increase in their official salary;<\/li>\n\n\n\n<li>Academic staff ranked 21st\u201330th receive a 10% increase in their official salary.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">According to the university administration, the differential salary and incentive system will make a real contribution to the formation of healthy academic competition, the increase of scientific activity, and the enhancement of representation in international indexes at Mingachevir State University. The system will also support the development of human capital by encouraging the more active involvement of young researchers in scientific activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the differential salary and incentive mechanism implemented at Mingachevir State University is not a document requiring change, but rather a strategic management tool that will yield results through consistent and stable implementation.
