The delegation was received by the Rector of Marmara University, Prof. Dr. Mehmet Emin Okur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the parties emphasized the importance of further strengthening the existing friendship and brotherhood between Azerbaijan and T\u00fcrkiye through concrete projects in higher education, science, innovation, and human capital development. Extensive discussions were held on establishing a long-term, results-oriented, and mutually beneficial partnership between the two universities, expanding international opportunities for students and academic staff, and developing joint research capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The primary purpose of the Memorandum of Understanding is to establish exchange and cooperation programmes in areas of mutual interest, advance teaching and research activities, develop joint scientific projects, and promote the exchange of students, academic staff, and administrative personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the key outcomes of the meeting was an agreement to establish a <strong>Joint Coordination Committee<\/strong> to ensure that strategic cooperation between Mingachevir State University and Marmara University develops in a more efficient, systematic, and measurable manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Committee will coordinate the development and implementation of joint projects involving both universities, the establishment of shared research and teaching laboratories, the implementation of academic mobility programmes, the assessment of dual-degree opportunities, the organization of conferences and seminars, and cooperation in innovation and technology transfer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the agreement, the Committee will initially place particular emphasis on implementing the necessary measures to enable MSU students enrolled in the <strong>International Trade and Logistics<\/strong> and <strong>Finance<\/strong> programmes to participate in academic exchange programmes at Marmara University.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Committee will hold regular meetings, develop roadmaps for specific areas of activity, assess the outcomes of completed initiatives, and monitor the progress of the partnership. The Memorandum also provides for the appointment of coordinators by both universities, who will plan joint activities, exchange information on academic outcomes, and, when necessary, establish working groups consisting of representatives from relevant faculties and departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperation will include semester-long and short-term academic exchange programmes for students and academic staff, the organization of summer and winter schools, and research internship programmes for doctoral students and early-career researchers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another key area of cooperation will be the engagement of undergraduate, postgraduate, and doctoral students in educational and research activities at the partner university, as well as the participation of academic staff in joint classes, open lectures, and scientific research. The Memorandum also provides for the admission of undergraduate, postgraduate, and doctoral students for study and research purposes and the involvement of faculty members and staff in teaching and research activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The parties agreed to develop joint research projects in artificial intelligence, cybersecurity, data analytics, digital transformation, the green economy, and sustainable development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, joint project proposals will be submitted to international programmes and funding bodies such as <strong>T\u00dcB\u0130TAK<\/strong> and <strong>TURKUNIB<\/strong>, while joint scientific articles, monographs, and methodological publications will also be prepared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Memorandum also covers the implementation of joint research and lifelong learning programmes, the exchange of innovative teaching and administrative practices, joint initiatives in environmental management, and the preparation of scientific and methodological publications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the parties also discussed the possibility of establishing dual-degree programmes at the bachelor\u2019s and master\u2019s levels, particularly in computer engineering, business administration, economics, and education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this purpose, comparative analyses of the existing academic programmes and curricula will be conducted, alongside work on the mutual recognition of credits, alignment of learning outcomes, and development of academic quality assurance mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initial academic and legal assessments relating to dual-degree programmes will be carried out by the Joint Coordination Committee and the relevant structural units of the two universities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rectors emphasized the importance of establishing joint research and teaching laboratories, facilitating shared access to existing laboratory infrastructure, and creating an open scientific environment for researchers from both institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the framework of the Memorandum, centres, laboratories, and institutes may implement mutually beneficial projects, while project costs may also be shared subject to the agreement of both parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the field of digital education, the universities plan to develop joint online courses and virtual laboratories and exchange experience in digital university management, electronic learning resources, and innovative assessment mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperation programme also envisages holding an <strong>Azerbaijan\u2013T\u00fcrkiye Higher Education Forum<\/strong>, as well as international conferences and seminars on innovation, digitalization, the green economy, and the future of higher education in the Turkic world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Professors from both universities will deliver open lectures and masterclasses and participate in short-term training programmes and academic meetings. The Memorandum identifies the organization of symposia, conferences, short-term courses, and research-focused meetings as one of the principal areas of cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The parties also discussed opportunities to organize start-up acceleration programmes, hackathons, innovation competitions, and mentoring programmes to support the innovative ideas of students and early-career researchers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expanding university\u2013industry cooperation, transferring research outcomes to the real economy, developing students\u2019 entrepreneurial and digital skills, and implementing joint technology and innovation projects are among the main priorities of the partnership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperation will also include Azerbaijan and T\u00fcrkiye cultural weeks, certificate programmes in academic Turkish and Azerbaijani, and initiatives aimed at strengthening cultural dialogue between the students and academic staff of the two countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The possibility of establishing a joint research centre dedicated to studying the shared history, languages, literature, and cultural heritage of the Turkic world will also be considered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the conclusion of the meeting, the Memorandum of Understanding was signed by the Rector of Mingachevir State University, Anar Eminov, and the Rector of Marmara University, Prof. Dr. Mehmet Emin Okur, thereby establishing the legal and institutional foundations of cooperation between the two higher education institutions.
