In addition to advancing the quality of scientific activity at MSU, the new institute provides a structured, results-oriented, and application-focused model for research in artificial intelligence and digital technologies in accordance with international standards.<\/p><p><strong>Modern University Model: Institutionalization and Digital Scientific Management<\/strong><\/p><p>The internal institutionalization model of a university is one of the primary management mechanisms in advanced higher education systems to enhance the efficiency of scientific research. Within this framework, research activities are functionally separated from teaching and administrative structures and are conducted under independent strategic planning, project-based management, and result-oriented scientific production principles. The Institute of Artificial Intelligence and Digital Technologies applies this approach to foster the development of scientific research in <strong>artificial intelligence, big data, cybersecurity, smart systems, and digital innovations<\/strong> within a dedicated institutional environment. National strategies such as the <strong>\u201cDigital Development Concept of the Republic of Azerbaijan,\u201d<\/strong> the <strong>\u201cInformation Security and Cybersecurity Strategy (2023\u20132027),\u201d<\/strong> the <strong>\u201cArtificial Intelligence Strategy of the Republic of Azerbaijan for 2025\u20132028,\u201d<\/strong> and the <strong>\u201cStrategy for the Development of the Digital Economy of the Republic of Azerbaijan for 2026\u20132029\u201d<\/strong> define the leading role of higher education and research institutions in these areas. The institute at MSU is thus established as a contemporary scientific platform aligned with these national strategic priorities.<\/p><p><strong>Digital Transformation and Regional Development Context<\/strong><\/p><p>In the 21st century, digital technologies are not only technical innovations but also key drivers of economic and social development. Mingachevir State University is expected to serve not only as an educational institution for its region but also as a hub for digital innovation, analytics, and technological solutions. This model was first developed in universities in the United States and Europe and later adopted in several other countries, including leading research centers in the Republic of T\u00fcrkiye.<\/p><p>Unlike the traditional department-based academic structure, this approach separates scientific research from teaching and administrative functions and organizes it within an independent institutional framework dedicated exclusively to research activities. Accordingly, scientific work is conducted based on independent strategic planning, research-oriented management, and result-driven performance principles.<\/p><p>The Ministry of Science and Education of the Republic of Azerbaijan has identified the conduct of world-class, professional, and competitive research as a strategic priority. The Institute established at Mingachevir State University is structured in accordance with this modern institutional model and aligned with these national strategic objectives. In this context, the Institute\u2019s primary mission and vision are to increase both the quantity and quality of scientific publications indexed in internationally recognized databases such as Scopus and Web of Science.<\/p><p><strong>The Strategic Importance of Mingachevir<\/strong><\/p><p>Mingachevir is recognized as the energy capital of Azerbaijan. The city serves as a center for both traditional energy production and the development of green and alternative energy potential.
