M\u00fcasir d\u00f6vrd\u0259 \u015f\u0259h\u0259r infrastrukturu \u0259sas\u0259n \u00fc\u00e7 klassik model vasit\u0259sil\u0259 izah olunur:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Konstruktiv zona modeli:<\/strong> \u015f\u0259h\u0259rin m\u0259rk\u0259zi biznes rayonundan \u0259trafa do\u011fru halqalar \u015f\u0259klind\u0259 geni\u015fl\u0259nm\u0259si,<\/li>\n\n\n\n<li><strong>Sektor modeli:<\/strong> \u015f\u0259h\u0259rin n\u0259qliyyat magistrallar\u0131 boyunca sektorlara b\u00f6l\u00fcn\u0259r\u0259k inki\u015faf\u0131,<\/li>\n\n\n\n<li><strong>\u00c7oxn\u00fcv\u0259li model:<\/strong> \u015f\u0259h\u0259rin t\u0259k bir m\u0259rk\u0259z \u0259v\u0259zin\u0259, bir ne\u00e7\u0259 iqtisadi d\u00fcy\u00fcn \u0259traf\u0131nda formala\u015fmas\u0131.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; \u015e\u0259h\u0259rsalma prosesind\u0259 i\u015ftirak ed\u0259n m\u00fct\u0259x\u0259ssisl\u0259r (\u015f\u0259h\u0259r planla\u015fd\u0131r\u0131c\u0131lar\u0131, memarlar, in\u015faat m\u00fch\u0259ndisl\u0259ri, n\u0259qliyyat m\u00fch\u0259ndisl\u0259ri) h\u0259m imkanla \u0259laq\u0259dar olan m\u0259s\u0259l\u0259l\u0259ri, h\u0259m d\u0259 sosial v\u0259 region planla\u015fd\u0131rmas\u0131n\u0131n \u0259sas v\u0259zif\u0259si dayan\u0131ql\u0131 inki\u015faf\u0131 t\u0259min etm\u0259kdir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; M\u00fcasir planla\u015fd\u0131rman\u0131n \u0259sas prioriteti dayan\u0131ql\u0131l\u0131qd\u0131r. Bura resurslardan s\u0259m\u0259r\u0259li istifad\u0259, \u201cya\u015f\u0131l\u201d binalar\u0131n in\u015fas\u0131, piyada y\u00f6n\u00fcml\u00fc infrastrukturun yarad\u0131lmas\u0131 v\u0259 karbon emissiyas\u0131n\u0131n azald\u0131lmas\u0131 (n\u0259qliyyatdan az istifad\u0259) daxildir. \u201cA\u011f\u0131ll\u0131 \u015f\u0259h\u0259r\u201d (Smart City) konsepsiyas\u0131 da bu b\u00f6lm\u0259nin m\u00fch\u00fcm hiss\u0259sidir. A\u011f\u0131ll\u0131 \u015f\u0259h\u0259r texnologiyalar\u0131 yol infrastrukturu v\u0259 n\u0259qliyyat sisteml\u0259ri, asyi\u015fin qorunmas\u0131 v\u0259 t\u0259hl\u00fck\u0259sizlik xidm\u0259tl\u0259rin\u0259 n\u0259zar\u0259t etm\u0259k, m\u0259lumatlar\u0131n toplanmas\u0131n\u0131 v\u0259 analizini, \u00e7evik v\u0259 d\u0259qiqi h\u0259ll yollar\u0131n\u0131 t\u0259min edir. Bu texnologiya \u015f\u0259h\u0259r r\u0259hb\u0259rliyin\u0259 h\u0259m icma, h\u0259m d\u0259 \u015f\u0259h\u0259r infrastruktu il\u0259 birba\u015fa \u0259laq\u0259 v\u0259 \u015f\u0259h\u0259rd\u0259 ba\u015f ver\u0259n prosesl\u0259ri, \u015f\u0259h\u0259rin nec\u0259 inmki\u015faf etdiyini izl\u0259m\u0259 imkan\u0131 verir. A\u011f\u0131ll\u0131 \u015f\u0259h\u0259rl\u0259r a\u011f\u0131ll\u0131 cihazlardan \u0259ld\u0259 edil\u0259n m\u0259lumatlarla izl\u0259yir. Bu a\u011f\u0131ll\u0131 cihazlar telefonlar, ya da avtomobill\u0259rd\u0259 olan sensorlar bel\u0259 ola bil\u0259r. Bu cihazlar kifay\u0259t q\u0259d\u0259r m\u0259lumat t\u0259min etdikd\u0259 is\u0259 m\u0259sul \u015f\u0259xsl\u0259r \u015f\u0259h\u0259rin ehtiyaclar\u0131n\u0131 m\u00fc\u0259yy\u0259n ed\u0259 v\u0259 laz\u0131ml\u0131 infrastruktur i\u015fl\u0259rini ba\u015flada bil\u0259rl\u0259r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Yollardak\u0131 t\u0131xaclar v\u0259 n\u0259qliyyat probleml\u0259ri bir \u00e7ox \u015f\u0259h\u0259r \u0259halisinin \u00fcmumi probleml\u0259ridir. Lakin a\u011f\u0131ll\u0131 texnologiya say\u0259sind\u0259 perspektivli h\u0259ll yollar\u0131 tap\u0131l\u0131r. M\u0259s\u0259l\u0259n, ictimai n\u0259qliyyat mar\u015furutlar\u0131 real vaxt rejimind\u0259 t\u0259l\u0259bata uy\u011fun t\u0259nziml\u0259m\u0259, a\u011f\u0131ll\u0131 i\u015f\u0131qforlar v\u0259 a\u011f\u0131ll\u0131 dayanacaqlar kimi sisteml\u0259rd\u0259n istifad\u0259 edil\u0259 bil\u0259r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; \u015e\u0259h\u0259rl\u0259rin m\u00f6vcud strukturu g\u00fcnd\u0259n-g\u00fcn\u0259 artan \u015f\u0259h\u0259r \u0259halisinin g\u0259tir\u0259c\u0259yi infrastruktur y\u00fck\u00fcn\u00fcn \u00f6hd\u0259sind\u0259n g\u0259lm\u0259k \u00fc\u00e7\u00fcn kifay\u0259t deyil. \u015e\u0259h\u0259r r\u0259hb\u0259rliyi elektrik enerjisi, qaz v\u0259 sudan s\u0259m\u0259r\u0259li istifad\u0259y\u0259 diqq\u0259t yetirirl\u0259r. Bundan \u0259lav\u0259 avtomobil yollar\u0131, k\u00f6rp\u00fcl\u0259r, tunell\u0259r, d\u0259mir yolu n\u0259qliyyat\u0131, metro, hava limanlar\u0131, d\u0259niz limanlar\u0131, rabit\u0259 sistemi d\u0259 daxil olmaqla b\u00fct\u00fcn kritik infrastrukturlar\u0131n v\u0259ziyy\u0259tini izl\u0259y\u0259n, m\u0259lumatlar\u0131 qiym\u0259tl\u0259ndir\u0259n v\u0259 resurs strukturunu optimalla\u015fd\u0131ran, profilaktik bax\u0131m planlar\u0131 haz\u0131rlayan v\u0259 bu sisteml\u0259rin t\u0259hl\u00fck\u0259sizliyini t\u0259min ed\u0259n texnologiyalar a\u011f\u0131ll\u0131 \u015f\u0259h\u0259rl\u0259ri \u0259v\u0259zolunmaz edir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Az\u0259rbaycan Respublikas\u0131 D\u00f6vl\u0259t \u015e\u0259h\u0259rsalma v\u0259 Arxitektura Komit\u0259sinin 13.01.2009-cu il tarixli 03 n\u00f6mr\u0259li \u0259mri t\u0259sdiq olunmu\u015f normativ s\u0259n\u0259d \u015f\u0259h\u0259rsalma \u0259sland\u0131r\u0131lmas\u0131n\u0131n t\u0259rkibini, m\u0259zmununu, onun i\u015fl\u0259nm\u0259 v\u0259 t\u0259sdiqi qaydalar\u0131n\u0131 m\u00fc\u0259yy\u0259n edir. H\u0259min normativ s\u0259n\u0259din 1.3.b\u0259ndind\u0259 qeyd olunur: \u015f\u0259h\u0259rsalma \u0259sland\u0131r\u0131lmas\u0131n\u0131n i\u015fl\u0259nm\u0259si planla\u015fd\u0131rma qurumlar\u0131n\u0131n (ya\u015fay\u0131\u015f rayonunun m\u0259h\u0259ll\u0259l\u0259r qrupunun, m\u00fch\u0259ndis-n\u0259qliyyat \u015f\u0259b\u0259k\u0259l\u0259rinin, s\u0259naye qov\u015faqlar\u0131n\u0131n v\u0259 s.) s\u0259rh\u0259dl\u0259ri daxilind\u0259 kompleks halda h\u0259yata ke\u00e7irilir. \u015e\u0259h\u0259rsalma \u0259sasland\u0131r\u0131lmas\u0131 \u00fc\u00e7\u00fcn n\u0259z\u0259rd\u0259 tutulan \u0259razinin s\u0259rh\u0259dl\u0259ri yerli icra hakimiyy\u0259ti orqanlar\u0131 t\u0259r\u0259find\u0259n (b\u0259l\u0259diyy\u0259 il\u0259 birg\u0259) topoqrafik \u0259sasda t\u0259yin edilir. T\u0259\u0259ss\u00fcf hissi il\u0259 qeyd etm\u0259k laz\u0131md\u0131r ki, \u0259vv\u0259lki ill\u0259rd\u0259 \u00f6lk\u0259mizin b\u00f6y\u00fck \u015f\u0259h\u0259rl\u0259ri v\u0259 \u015f\u0259h\u0259r\u0259traf\u0131 ya\u015fay\u0131\u015f massivl\u0259ri geni\u015fl\u0259n\u0259rk\u0259n bu normalar kobud \u015f\u0259kild\u0259 pozulmu\u015fdur. Bel\u0259 ki, plans\u0131z sal\u0131nan ya\u015fay\u0131\u015f massivl\u0259rind\u0259 ensiz yol infrastrukturu, dar k\u00fc\u00e7\u0259l\u0259r, memarl\u0131q bax\u0131m\u0131ndan d\u00fczg\u00fcn olmayan tikilil\u0259r, pik y\u00fck\u00fc g\u00f6t\u00fcr\u0259 bilm\u0259y\u0259n su-kanalizasiya sisteml\u0259ri v\u0259 ya\u011f\u0131\u015f sular\u0131n\u0131 tam g\u00f6t\u00fcr\u0259 bilm\u0259y\u0259n drenaj sisteml\u0259ri bu g\u00fcn \u0259sas probleml\u0259r kimi qar\u015f\u0131da dayan\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; M\u00fcasir d\u00f6vrd\u0259 urbanizasiya prosesinin s\u00fcr\u0259tl\u0259nm\u0259si \u015f\u0259h\u0259rl\u0259rd\u0259 n\u0259qliyyat v\u0259 logistika sisteml\u0259rinin rolunu daha da art\u0131rm\u0131\u015fd\u0131r. N\u0259qliyyat-logistika sisteml\u0259ri \u015f\u0259h\u0259r iqtisadiyyat\u0131n\u0131n inki\u015faf\u0131na, \u0259halinin h\u0259r\u0259k\u0259tliliyinin t\u0259min olunmas\u0131na v\u0259 urban m\u00fchitin s\u0259m\u0259r\u0259li t\u0259\u015fkilin\u0259 m\u00fch\u00fcm t\u0259sir g\u00f6st\u0259rir. Bu m\u0259qal\u0259d\u0259 n\u0259qliyyat logistika sisteml\u0259rinin \u015f\u0259h\u0259rsalma siyas\u0259tind\u0259 rolu, onlar\u0131n iqtisadi, sosial v\u0259 ekoloji aspektl\u0259ri, el\u0259c\u0259 d\u0259 m\u00fcasir urban planla\u015fd\u0131rma yana\u015fmalar\u0131 t\u0259hlil edilir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; XXI \u0259srd\u0259 \u015f\u0259h\u0259rl\u0259rin inki\u015faf\u0131 v\u0259 urbanizasiya prosesinin s\u00fcr\u0259tl\u0259nm\u0259si n\u0259qliyyat sisteml\u0259rinin \u0259h\u0259miyy\u0259tini daha da art\u0131rm\u0131\u015fd\u0131r. Birl\u0259\u015fmi\u015f Mill\u0259tl\u0259r T\u0259\u015fkilat\u0131n\u0131n hesabatlar\u0131na g\u00f6r\u0259 d\u00fcnya \u0259halisinin yar\u0131dan \u00e7oxu art\u0131q \u015f\u0259h\u0259rl\u0259rd\u0259 ya\u015fay\u0131r v\u0259 bu g\u00f6st\u0259ricinin g\u0259l\u0259c\u0259kd\u0259 daha da artaca\u011f\u0131 proqnozla\u015fd\u0131r\u0131l\u0131r. Bu is\u0259 \u015f\u0259h\u0259rl\u0259rd\u0259 n\u0259qliyyat v\u0259 logistika sisteml\u0259rinin daha effektiv \u015f\u0259kild\u0259 t\u0259\u015fkil edilm\u0259sini z\u0259ruri edir. N\u0259qliyyat-logistika sisteml\u0259ri \u015f\u0259h\u0259rsalma siyas\u0259tinin m\u00fch\u00fcm komponentl\u0259rind\u0259n biri hesab olunur. Bu sisteml\u0259r insanlar\u0131n v\u0259 mallar\u0131n s\u0259m\u0259r\u0259li h\u0259r\u0259k\u0259tini t\u0259min etm\u0259kl\u0259 yana\u015f\u0131, \u015f\u0259h\u0259rin iqtisadi f\u0259aliyy\u0259tinin koordinasiyas\u0131n\u0131 da t\u0259min edir. N\u0259qliyyat-logistika sistemi insanlar\u0131n, mallar\u0131n v\u0259 xidm\u0259tl\u0259rin bir m\u0259kan n\u00f6qt\u0259sind\u0259n dig\u0259rin\u0259 s\u0259m\u0259r\u0259li \u015f\u0259kild\u0259 da\u015f\u0131nmas\u0131n\u0131 t\u0259min ed\u0259n kompleks infrastrukturu v\u0259 idar\u0259etm\u0259 mexanizml\u0259rini \u0259hat\u0259 edir. Bu sistem a\u015fa\u011f\u0131dak\u0131 \u0259sas elementl\u0259rd\u0259n ibar\u0259tdir: N\u0259qliyyat infrastrukturu \u015f\u0259h\u0259r daxilind\u0259 v\u0259 \u015f\u0259h\u0259rl\u0259r aras\u0131nda h\u0259r\u0259k\u0259ti t\u0259min ed\u0259n fiziki obyektl\u0259ri \u0259hat\u0259 edir. Bunlar, avtomobil yollar\u0131 v\u0259 magistrallar, d\u0259mir yolu \u015f\u0259b\u0259k\u0259l\u0259ri, metro v\u0259 tramvay sisteml\u0259ri, hava limanlar\u0131, d\u0259niz v\u0259 \u00e7ay limanlar\u0131d\u0131r. Bu infrastrukturlar \u015f\u0259h\u0259r iqtisadiyyat\u0131n\u0131n f\u0259aliyy\u0259tini t\u0259min ed\u0259n \u0259sas mexanizml\u0259rd\u0259n biridir. Logistika infrastrukturu mallar\u0131n saxlan\u0131lmas\u0131, emal\u0131 v\u0259 paylanmas\u0131 \u00fc\u00e7\u00fcn n\u0259z\u0259rd\u0259 tutulmu\u015f obyektl\u0259rd\u0259n ibar\u0259tdir. Bunlara: logistika m\u0259rk\u0259zl\u0259ri, anbar kompleksl\u0259ri, y\u00fck terminallar\u0131, paylama m\u0259rk\u0259zl\u0259ridir. Bu obyektl\u0259r logistika z\u0259ncirinin effektiv f\u0259aliyy\u0259tini t\u0259min edir v\u0259 ticar\u0259t prosesl\u0259rini s\u00fcr\u0259tl\u0259ndirir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; M\u00fcasir n\u0259qliyyat-logistika sisteml\u0259ri informasiya texnologiyalar\u0131na \u0259saslan\u0131r. A\u011f\u0131ll\u0131 n\u0259qliyyat sisteml\u0259ri vasit\u0259sil\u0259 n\u0259qliyyat ax\u0131n\u0131 izl\u0259nilir v\u0259 idar\u0259 olunur. Bu texnologiyalar t\u0131xaclar\u0131n azalmas\u0131na v\u0259 n\u0259qliyyat\u0131n s\u0259m\u0259r\u0259li f\u0259aliyy\u0259tin\u0259 k\u00f6m\u0259k edir. N\u0259qliyyat-logistika sisteml\u0259ri \u015f\u0259h\u0259rsalma siyas\u0259tinin \u0259sas istiqam\u0259tl\u0259rind\u0259n biridir. \u015e\u0259h\u0259rin planla\u015fd\u0131r\u0131lmas\u0131 zaman\u0131 n\u0259qliyyat infrastrukturu iqtisadi v\u0259 sosial faktorlarla birlikd\u0259 n\u0259z\u0259r\u0259 al\u0131nmal\u0131d\u0131r. N\u0259qliyyat infrastrukturu \u015f\u0259h\u0259r iqtisadiyyat\u0131n\u0131n inki\u015faf\u0131nda m\u00fch\u00fcm rol oynay\u0131r. Effektiv n\u0259qliyyat sistemi mallar\u0131n da\u015f\u0131nma x\u0259rcl\u0259rini azald\u0131r v\u0259 logistika prosesl\u0259rini s\u00fcr\u0259tl\u0259ndirir. Bunun n\u0259tic\u0259sind\u0259: ticar\u0259t \u0259laq\u0259l\u0259ri geni\u015fl\u0259nir, investisiya imkanlar\u0131 art\u0131r, biznes m\u00fchiti yax\u015f\u0131la\u015f\u0131r. Ara\u015fd\u0131rmalar g\u00f6st\u0259rir ki, inki\u015faf etmi\u015f n\u0259qliyyat infrastrukturu olan \u015f\u0259h\u0259rl\u0259r daha y\u00fcks\u0259k iqtisadi art\u0131m tempin\u0259 malik olur. D\u00fczg\u00fcn qurulmu\u015f n\u0259qliyyat sistemi \u015f\u0259h\u0259r sakinl\u0259rinin g\u00fcnd\u0259lik h\u0259yat\u0131nda m\u00fch\u00fcm rol oynay\u0131r. Effektiv ictimai n\u0259qliyyat sisteml\u0259ri insanlar\u0131n i\u015f yerl\u0259rin\u0259, t\u0259hsil m\u00fc\u0259ssis\u0259l\u0259rin\u0259 v\u0259 sosial xidm\u0259tl\u0259r\u0259 daha rahat \u00e7\u0131x\u0131\u015f\u0131n\u0131 t\u0259min edir.
