{"id":89379,"date":"2025-09-23T12:00:00","date_gmt":"2025-09-23T09:00:00","guid":{"rendered":"https:\/\/mdu.edu.az\/?p=89379"},"modified":"2026-04-14T16:37:42","modified_gmt":"2026-04-14T13:37:42","slug":"traning_23-09-25","status":"publish","type":"post","link":"https:\/\/mdu.edu.az\/ru\/traning_23-09-25\/","title":{"rendered":"Training on State Innovation Policy and Research Commercialization Held at Mingachevir State University"},"content":{"rendered":"<p>A training titled <em>\u201cState Innovation Policy and Commercialization of Research: International Experience\u201d<\/em> was organized at Mingachevir State University by Ruhiyya Huseynova, Senior Lecturer of the Business and Management Department and PhD in Economics, together with Tural Hasangarayev, lecturer of the same department. The training was conducted for students and young lecturers.<\/p>\n\n\n\n<p>During the training, issues such as the transition to a post-industrial society in the modern world, the formation of a knowledge-based economy, and the dependence of countries\u2019 competitiveness on innovation activity were extensively analyzed. It was noted that without state support the implementation of large-scale innovations becomes difficult, while the commercialization of research results is one of the main sources of economic growth.<\/p>\n\n\n\n<p>Speakers provided detailed information about the concept of state innovation policy, its main directions, and objectives. It was emphasized that innovation policy, as an integral part of socio-economic policy, covers important areas such as supporting scientific research, creating new products and technologies, and promoting competitive production.<\/p>\n\n\n\n<p>Within the framework of the training, innovation policy models of various countries were presented based on international experience. The scientific and innovation potential of countries such as the United States, the United Kingdom, and China, the favorable innovation environment created in Germany, Sweden, and Switzerland, as well as the development of innovation infrastructure in Japan and South Korea were highlighted.<\/p>\n\n\n\n<p>In addition, different types of innovation strategies were discussed, including the <strong>acquisition strategy<\/strong>, reliance on <strong>cheap labor<\/strong>, and development based on a country\u2019s <strong>own scientific and technological potential<\/strong>.<\/p>\n\n\n\n<p>The experience of Azerbaijan was also an important part of the training. It was noted that a number of state programs have been implemented in the country to stimulate innovation activities. These include High Technology Parks, Business Incubation Centers, the State Fund for the Development of Information Technologies, the \u201cFrom Idea to Business\u201d initiative, the <em>\u201cAzerbaijan 2030: National Priorities for Socio-Economic Development\u201d<\/em> strategy, the <em>\u201cAzerbaijan 2020: Vision to the Future\u201d<\/em> concept, and the State Program on Education of Azerbaijani Youth Abroad for 2022\u20132028.<\/p>\n\n\n\n<p>The concept of research commercialization and its main stages\u2014from fundamental research to mass production and market sales\u2014were also explained in detail. Participants were informed about the <strong>National Innovation System<\/strong>, its strategic goals, and its main components.<\/p>\n\n\n\n<p>Furthermore, the training provided detailed information about <strong>Technology Transfer Centers, technoparks, technopolises, business incubators, and venture companies<\/strong>. Examples from international practice were presented, including Silicon Valley in the United States, Tsukuba Science City in Japan, Sophia Antipolis in France, and Skolkovo in Russia.<\/p>\n\n\n\n<p>Special emphasis was placed on the <strong>commercialization of university research<\/strong>. Based on the experiences of Stanford University (USA), Cambridge University (UK), and the Fraunhofer Institute in Germany, participants were introduced to the process of transforming university research into marketable products and services, the role of technology transfer centers, and successful examples such as Google, Cisco Systems, and Yahoo.<\/p>\n\n\n\n<p>At the end of the training, several recommendations for Azerbaijan were presented. It was noted that improving the legal framework for commercialization of university research, establishing technology transfer centers, promoting university\u2013industry cooperation, developing science parks and incubators, studying international experience, and strengthening education in academic entrepreneurship are of great importance.<\/p>\n\n\n\n<p>The training was met with great interest by the participants and made a significant contribution to increasing knowledge and experience in the field of innovation policy and research commercialization.
