At the very least, this is because Azerbaijan, as an ancient settlement area, possesses centuries-old and rich traditions in urban planning and architecture.

Located along major trade routes, Azerbaijan is also distinguished by its numerous historical monuments. Geographically, the country’s favorable location has enabled it to become a crossroads of cultures, which in turn has contributed to the formation of a rich heritage in urban planning and architecture.

President Ilham Aliyev’s special attention to the work carried out in the field of urban planning and architecture, as well as the projects implemented in this area, demonstrate the successful development of Azerbaijan’s modern urban planning policy.

Mingachevir holds a special place in the history of Azerbaijan’s architecture and urban planning. Granted city status in November 1948, Mingachevir is today rapidly developing as a modern city. The city covers an area of 139 square kilometers. The administrative territorial boundaries of Mingachevir were approved in June 1962 by a decision of the Supreme Soviet of the Azerbaijan SSR.

Today, several important decisions concerning the city’s development continue to be adopted. By a decision of the Cabinet of Ministers dated November 15, 2016, a development plan covering Mingachevir until 2033 was approved. According to the master plan, prospective development zones were identified in the southwestern part of Mingachevir covering 353.1 hectares along the banks of the Kura River and an additional 69.28 hectares in the southern section near the riverbank.

Based on the master plan, a 20-year comprehensive development strategy for the city has been prepared. In accordance with this plan, various implementation programs have also been developed. As noted, these initiatives are expected to make a major contribution to the city’s growth. Within the framework of these projects, the construction of 14 residential neighborhoods is planned. Residential and administrative buildings of 5, 9, 12, and 14 floors, as well as schools and kindergartens, will be built, while new employment opportunities will be created across nearly 5 hectares of land.

A new campus-type building will also be constructed for Mingachevir State University.

In addition, as part of Mingachevir’s future development plan, recreational zones, parks, and leisure areas will be created around the reservoir, and environmentally oriented projects will be implemented. The surroundings of the Mingachevir Reservoir — the largest water basin in Azerbaijan — will become the city’s main recreational and entertainment zone.

According to the master plan, the reconstruction of 367.66 hectares of territory is envisaged. Of this, 191.45 hectares are planned to be developed as a tourism center. According to the plan, these areas will become one of the most attractive leisure zones for both local residents and tourists.

Today, Mingachevir continues to develop and improve thanks to the attention and care of President Ilham Aliyev. Under the President’s instructions, the “8 November” Thermal Power Plant with a capacity of 1880 MW — considered the largest energy facility in the Caucasus — has been built and commissioned in Mingachevir in recent years.

This contributes significantly to the city’s further development. At the same time, new residential buildings, social facilities, parks, and recreation areas are being established throughout the city.

The declaration of this year as the “Year of Urban Planning and Architecture” is expected to further accelerate the city’s development. In the current year, five neighborhoods are planned to undergo beautification works, including the installation of lighting systems, green areas, and other social infrastructure.

The facades of residential and administrative buildings along Heydar Aliyev Avenue will be renovated, and streets will be modernized. Within the framework of new projects, Mingachevir’s development as an industrial center, the creation of new jobs, the expansion of housing stock, and landscaping and greening works will continue.

Mingachevir is set to become an international recreation and tourism center.

Sahib Aliyev
Associate Professor at Mingachevir State University,
Doctor of Philosophy in Pedagogy

There is no doubt that the declaration of 2026 as the “Year of Urban Planning and Architecture” in Azerbaijan by the presidential decree is of great importance for the country’s urban planning and architectural sectors.
