On November 12, 2025, a scientific-practical conference titled \u201cNational Leader Heydar Aliyev is the Author of the Constitution of Independent Azerbaijan\u201d<\/em> was held within the framework of the \u201cYear of the Constitution and Sovereignty.\u201d The event was jointly organized by the Mingachevir City Executive Authority and Mingachevir State University in honor of Constitution Day.<\/p>\n\n\n\n

First, the participants laid flowers in front of the bust of National Leader Heydar Aliyev and honored his cherished memory with deep respect.<\/p>\n\n\n\n

The conference, held in the university\u2019s assembly hall, began with the performance of the National Anthem of the Republic of Azerbaijan and a one-minute silence in memory of the martyrs. Afterwards, a video presentation titled \u201cThe First Constitution of Azerbaijan\u201d<\/em> was shown.<\/p>\n\n\n\n

Opening the conference, Head of the Mingachevir City Executive Authority Ilham Ismayilov spoke about the historic role of the first national Constitution, adopted by nationwide referendum in 1995, in strengthening the political and legal foundations of Azerbaijan as an independent state. He noted that the system of state governance, the principles of a legal state, and civil society formed under the leadership of Heydar Aliyev are being further developed and improved in line with modern requirements under the leadership of President Ilham Aliyev.<\/p>\n\n\n\n

Ilham Ismayilov also emphasized that the declaration of the \u201cYear of the Constitution and Sovereignty\u201d carries deep moral significance for the more than 30-year path of Azerbaijan\u2019s independence and the fifth anniversary of the historic victory achieved in the 2020 Patriotic War, and congratulated the participants on Constitution Day.<\/p>\n\n\n\n

Then, presentations were delivered according to the conference program.<\/p>\n\n\n\n

Rector of Mingachevir State University Anar Eminov delivered a speech titled \u201cNational Leader Heydar Aliyev is the Creator of the Constitution of the Independent Republic of Azerbaijan.\u201d<\/em> He stated that the 1995 Constitution is the ideological, legal, and political guarantee document of Azerbaijan\u2019s state independence. The rector emphasized that every article of this document reflects the deep traces of Heydar Aliyev\u2019s philosophy of statehood: the protection of human and civil rights and freedoms, the rule of law, the separation of powers, and the fundamental principles of democracy constitute the spirit of this Constitution.<\/p>\n\n\n\n

Anar Eminov also noted that all the achievements of modern Azerbaijan have been formed precisely on this legal-political foundation, and that educating university youth based on these values of statehood is one of the main directions of MDU\u2019s educational policy.<\/p>\n\n\n\n

Member of Parliament Ali Huseynli, in his presentation titled \u201cThe Role of the Constitution of the Independent Republic of Azerbaijan in the Formation of Our Modern Statehood,\u201d<\/em> stated that the Constitution not only forms the basis of the country\u2019s legal system but also defines the democratic development model of society. He noted that following the adoption of this document, Azerbaijan\u2019s legislative framework was completely renewed, civil society institutions were strengthened, and the activities of state bodies were based on the principles of transparency and accountability.<\/p>\n\n\n\n

Ali Huseynli emphasized that the amendments made to the Constitution in recent years also respond to the demands of the time, serving to increase the effectiveness of state administration and strengthen the protection of human rights.<\/p>\n\n\n\n

Mingachevir City Prosecutor and Senior Counselor of Justice Parvin Guliyev, in his speech titled \u201cThe Constitution of the Republic of Azerbaijan Authored by the Great Leader is the Guarantor of Citizens\u2019 Rights and Freedoms,\u201d<\/em> stated that the Constitution not only defines the principles of state governance but is also the highest guarantee document for the protection of citizens\u2019 rights.<\/p>\n\n\n\n

He noted that through this document, citizens\u2019 rights to freedom of speech, conscience, assembly, property, and elections are protected at the state level, and that implementing these principles is also among the main directions of prosecutorial activity. Parvin Guliyev further emphasized that measures carried out in the direction of legal awareness and strengthening the rule of law are implemented in accordance with the spirit of the Constitution.<\/p>\n\n\n\n

Deputy Dean of the Faculty of Education at Mingachevir State University Aygun Gadirova, in her report titled \u201cThe Establishment of Constitutional Order Throughout the Country is the Result of the Realization of the Ideas of the Great Leader Heydar Aliyev,\u201d<\/em> stated that the construction of a legal state, reforms in education and social spheres, and the formation of civil society institutions after the adoption of the Constitution are successful outcomes of the Great Leader\u2019s statehood ideas.<\/p>\n\n\n\n

In her speech, she particularly stressed the importance of increasing the legal knowledge of the younger generation and fostering respect for constitutional values, while also highlighting the educational activities implemented at Mingachevir State University in this direction.<\/p>\n\n\n\n
