Qurultay t\u00fcrk xalqlar\u0131n\u0131n g\u0259l\u0259c\u0259k taleyini m\u00fc\u0259yy\u0259nl\u0259\u015fdirm\u0259y\u0259 \u00e7al\u0131\u015fan b\u00f6y\u00fck d\u00fc\u015f\u00fcnc\u0259 m\u0259clisi idi. Burada \u0259lifba, orfoqrafiya, terminologiya, fonetika, dialektologiya, etimologiya, \u0259d\u0259bi dil, folklor, t\u0259hsil, metodika, tarix v\u0259 m\u0259d\u0259ni inteqrasiya kimi m\u0259s\u0259l\u0259l\u0259r vahid sistem daxilind\u0259 m\u00fczakir\u0259 olunurdu. \u018fslind\u0259 Qurultay t\u00fcrkoloji elmin b\u00fct\u00fcn istiqam\u0259tl\u0259rini bir araya g\u0259tir\u0259n ilk \u00fcmumt\u00fcrk akademik platforma idi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qurultay\u0131n \u0259sas ideoloji x\u0259tti t\u00fcrk xalqlar\u0131n\u0131n m\u0259d\u0259ni modernl\u0259\u015fm\u0259si v\u0259 elmi inteqrasiyas\u0131 idi. Bu modernl\u0259\u015fm\u0259nin \u0259sas al\u0259tl\u0259rind\u0259n biri is\u0259 lat\u0131n qrafikal\u0131 \u0259lifbaya ke\u00e7id hesab olunurdu. M\u00fc\u0259llif yaz\u0131r ki, \u201c\u0259lifban\u0131n d\u0259yi\u015fdirilm\u0259si m\u0259s\u0259l\u0259si, \u0259slind\u0259, geni\u015fmiqyasl\u0131 siyasi prosesin ba\u015flan\u011f\u0131c\u0131 kimi qiym\u0259tl\u0259ndiril\u0259 bil\u0259r\u201d (s.231). M\u0259s\u0259l\u0259n, professor B\u0259kir \u00c7obanzad\u0259 t\u00fcrk dill\u0259rinin ortaq x\u00fcsusiyy\u0259tl\u0259ri v\u0259 m\u00fcqayis\u0259li dil\u00e7ilik m\u0259s\u0259l\u0259l\u0259ri il\u0259 ba\u011fl\u0131 \u00e7\u0131x\u0131\u015f ed\u0259r\u0259k t\u00fcrk dill\u0259rinin ortaq genetik \u0259saslara ba\u011fl\u0131 oldu\u011funu elmi \u015f\u0259kild\u0259 \u0259sasland\u0131r\u0131rd\u0131. O, lat\u0131n qrafikas\u0131n\u0131n t\u00fcrk dill\u0259rinin fonetik sistemin\u0259 daha uy\u011fun oldu\u011funu g\u00f6st\u0259rirdi. \u00c7obanzad\u0259nin \u00e7\u0131x\u0131\u015flar\u0131 Qurultay i\u015ftirak\u00e7\u0131lar\u0131 aras\u0131nda b\u00f6y\u00fck maraq do\u011furmu\u015fdu. Onun \u201cT\u00fcrk-tatar lisaniyyat\u0131na m\u0259dx\u0259l\u201d, \u201cElmi qramer\u201d, \u201cT\u00fcrk qrameri\u201d kimi \u0259s\u0259rl\u0259ri t\u00fcrkoloji elmin fundamental qaynaqlar\u0131 hesab olunur. Qurultay zaman\u0131 onun \u00e7\u0131x\u0131\u015flar\u0131ndan sonra uzun m\u00fczakir\u0259l\u0259rin ke\u00e7irilm\u0259si h\u0259min d\u00f6vrd\u0259 onun n\u0259 q\u0259d\u0259r b\u00f6y\u00fck elmi n\u00fcfuza malik oldu\u011funu g\u00f6st\u0259rirdi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qazax n\u00fcmay\u0259nd\u0259si \u018fhm\u0259d Baytursunov is\u0259 \u0259lifba islahat\u0131 v\u0259 milli maarif\u00e7ilik m\u0259s\u0259l\u0259l\u0259rin\u0259 toxunurdu. O hesab edirdi ki, ana dilind\u0259 t\u0259hsil v\u0259 m\u00fcasir \u0259lifba sistemi olmadan milli t\u0259r\u0259qqi m\u00fcmk\u00fcn deyil. Baytursunovun \u201cTil-qural\u201d, \u201c\u018flifba\u201d, \u201c\u018fd\u0259biyyat tan\u0131tq\u0131\u015f\u201d kimi \u0259s\u0259rl\u0259ri yaln\u0131z qazax dil\u00e7iliyind\u0259 deyil, \u00fcmumt\u00fcrk maarif\u00e7ilik tarixind\u0259 m\u00fch\u00fcm yer tutur. Qurultay i\u015ftirak\u00e7\u0131lar\u0131n\u0131n xatir\u0259l\u0259rind\u0259 qeyd olunur ki, Baytursunov \u00e7ox sakit, lakin son d\u0259r\u0259c\u0259 t\u0259sirli dan\u0131\u015f\u0131rd\u0131 v\u0259 onun \u00e7\u0131x\u0131\u015flar\u0131 zalda x\u00fcsusi diqq\u0259tl\u0259 dinl\u0259nilirdi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kitabda \u0259r\u0259b qrafikas\u0131n\u0131n t\u00fcrk dill\u0259ri \u00fc\u00e7\u00fcn yaratd\u0131\u011f\u0131 probleml\u0259r geni\u015f \u015f\u0259kild\u0259 t\u0259hlil edilir. X\u00fcsusil\u0259 sait s\u0259sl\u0259rin tam ifad\u0259 olunmamas\u0131, yaz\u0131 il\u0259 t\u0259l\u0259ff\u00fcz aras\u0131ndak\u0131 uy\u011funsuzluq, oxu v\u0259 yaz\u0131 prosesind\u0259 yaranan \u00e7\u0259tinlikl\u0259r Qurultay i\u015ftirak\u00e7\u0131lar\u0131n\u0131n \u0259sas m\u00fczakir\u0259 m\u00f6vzular\u0131ndan biri idi. M\u00fc\u0259llif qeyd edir ki, \u201c\u0259lifbada kifay\u0259t q\u0259d\u0259r i\u015far\u0259tin olmamas\u0131 bu m\u0259s\u0259l\u0259ni ard\u0131c\u0131l v\u0259 tam \u015f\u0259kild\u0259 h\u0259ll etm\u0259y\u0259 imkan verm\u0259mi\u015fdir\u201d (s.233). Bu s\u0259b\u0259bd\u0259n Qurultay i\u015ftirak\u00e7\u0131lar\u0131 lat\u0131n qrafikas\u0131n\u0131 t\u00fcrk dill\u0259rinin fonetik sistemin\u0259 daha uy\u011fun hesab edirdil\u0259r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qurultayda orfoqrafiya m\u0259s\u0259l\u0259l\u0259ri d\u0259 ciddi \u015f\u0259kild\u0259 m\u00fczakir\u0259 edilirdi. Professor Nadir M\u0259mm\u0259dli kitabda yaz\u0131r ki, \u201corfoqrafiya yaln\u0131z texniki yaz\u0131 qaydalar\u0131n\u0131n c\u0259mi deyil, dilin ictimai h\u0259yatda funksionall\u0131\u011f\u0131n\u0131 t\u0259min ed\u0259n m\u00fch\u00fcm sistemdir\u201d (s.232). Qurultayda t\u00fcrk dill\u0259rinin s\u0259s sistemi, sait v\u0259 samitl\u0259rin uy\u011funlu\u011fu, ah\u0259ng qanunu v\u0259 fonetik prinsipl\u0259rin yaz\u0131da nec\u0259 \u0259ks olunmas\u0131 geni\u015f \u015f\u0259kild\u0259 m\u00fczakir\u0259 edilirdi. X\u00fcsusil\u0259 fonetik prinsipin \u00fcst\u00fcnl\u00fcy\u00fc m\u0259s\u0259l\u0259si diqq\u0259t m\u0259rk\u0259zind\u0259 idi. Bununla yana\u015f\u0131, Lev Vladimirovi\u00e7 \u015eerban\u0131n \u00e7\u0131x\u0131\u015flar\u0131 da b\u00f6y\u00fck maraq do\u011furmu\u015fdu. Kitabdan ayd\u0131n olur ki, i\u015ftirak\u00e7\u0131lar m\u00fcxt\u0259lif t\u00fcrk dill\u0259rind\u0259 i\u015fl\u0259n\u0259n elmi terminl\u0259ri m\u00fcqayis\u0259 edir, ortaq termin bazas\u0131n\u0131n yarad\u0131lmas\u0131 ideyas\u0131n\u0131 m\u00fcdafi\u0259 edirdil\u0259r. Bu istiqam\u0259td\u0259 apar\u0131lan m\u00fczakir\u0259l\u0259r sonrak\u0131 d\u00f6vrd\u0259 t\u00fcrkoloji terminologiyan\u0131n formala\u015fmas\u0131na ciddi t\u0259sir g\u00f6st\u0259rmi\u015fdir.
