On July 10, 2026, the Joint Action Plan developed to implement the Memorandum of Understanding on cooperation signed between Mingachevir State University and the Azerbaijan Cybersecurity Organizations Association (AKTA) was approved.<\/p>\n\n\n\n
The document was approved by Anar Eminov, Rector of Mingachevir State University, and Rauf Jabarov, Executive Director of the Azerbaijan Cybersecurity Organizations Association.<\/p>\n\n\n\n
Covering the period from September 2026 to August 2027, the primary objective of the Action Plan is to create modern educational, research, and innovation opportunities in cybersecurity, artificial intelligence, data analytics, and digital transformation, enhance the professional skills of students and academic staff, and strengthen university\u2013industry cooperation.<\/p>\n\n\n\n
One of the key components of the Action Plan is the establishment of a \u201cCyber Academy\u201d programme at Mingachevir State University. Within the framework of the academy, training sessions are planned for students, master\u2019s and doctoral candidates, and academic staff in computer network design and management, network security, ethical hacking and penetration testing, digital forensics, cloud technologies, data analytics, Python programming, database management, artificial intelligence, machine learning, deep learning, and computer vision.<\/p>\n\n\n\n
The programme aims to organise 12 training courses, engage 60 participants, and enable the award of 20 international certificates. Specialists from leading Turkish higher education institutions, including Middle East Technical University, Gazi University, D\u00fczce University, and Recep Tayyip Erdo\u011fan University, are also expected to contribute to the delivery of the training programmes.<\/p>\n\n\n\n
According to the Joint Action Plan, working groups will be established to develop curricula aligned with the requirements of the modern labour market for the introduction of bachelor\u2019s degree programmes in Data Analytics and Artificial Intelligence Engineering, as well as a master\u2019s degree programme in Information Security.<\/p>\n\n\n\n
In addition, Mingachevir State University plans to join Cisco Networking Academy, Huawei ICT Academy, AWS Academy, and Microsoft Learn for Educators, prepare academic staff as internationally certified instructors, and create international certification opportunities for students. The targets in this area include establishing four academies, training four instructors, and involving 30 students and 10 academic staff members in the programmes.<\/p>\n\n\n\n
The document also provides for the organisation of the region\u2019s first \u201cCybersecurity Forum 2026.\u201d The forum, which will bring together government institutions, higher education institutions, industrial companies, and international experts, is expected to feature panel discussions, an exhibition, a career fair, and business-to-business meetings.<\/p>\n\n\n\n
Another important area of cooperation is the involvement of students in industrial internships, mentoring programmes, and real-world projects at local and international companies that are members of AKTA. Cooperation with companies such as Huawei, Cisco, AzInTelecom, BestComp Group, R.I.S.K. Company, Prosol, Cyberpoint, and SINAM will help students strengthen their practical knowledge and skills, become more familiar with professional working environments, and broaden their future employment opportunities.<\/p>\n\n\n\n
The Action Plan also includes the organisation of the International Conference on Artificial Intelligence and Cyber Security \u2013 ICAICS 2027 in April 2027. The conference is expected to bring together local and international scholars, researchers, and professionals in artificial intelligence, cybersecurity, data analytics, and digital transformation.<\/p>\n\n\n\n
At the same time, joint research projects and grant applications addressing the cybersecurity and digital transformation challenges of the Central Aran region are planned. Key initiatives include establishing a Cybersecurity Monitoring Centre, developing a cybersecurity system for smart hydroelectric power stations, creating a laboratory for SIEM and SOC technologies, and preparing a Cybersecurity Risk Map for the region.<\/p>\n\n\n\n
The approved document also envisages the establishment of the analytical and scientific journal \u201cCyberScope Azerbaijan,\u201d jointly founded by Mingachevir State University and AKTA. The journal is expected to publish scholarly articles, statistical data, analyses of cyber incidents, expert interviews, legal updates, and student innovations in cybersecurity, artificial intelligence, and digital transformation.<\/p>\n\n\n\n
The implementation status of the Action Plan will be regularly assessed based on defined performance indicators, a final report will be prepared, and new areas of activity will be determined for the following period.<\/p>\n\n\n\n
The approval of the Joint Action Plan is regarded as an important step towards developing a modern education and research ecosystem in cybersecurity and digital technologies at Mingachevir State University, expanding international certification opportunities, strengthening students\u2019 readiness for the labour market, and supporting digital development in the Central Aran region.<\/p>","protected":false},"excerpt":{"rendered":"
