Aiming to Enhance Quality in Teaching and Assessment at Mingachevir State University: New Collaboration Memorandum with the ‘Quality Association’ Public Union

On February 13, 2026, within the framework of the “Forum on Quality, Sustainability, and Innovation in Education” hosted by Mingachevir State University, a Collaboration Memorandum was signed between Mingachevir State University and the “Quality Association” Public Union.

The Memorandum was signed by Azad Mirzabeyov, Head of the Quality Assurance and Sustainable Development Department at Mingachevir State University, and Samir Novruzlu, Chairman of the Board of the “Quality Association” Public Union, establishing the foundation for a long-term and systematic partnership focused on the development of quality assurance systems in higher education, the application of modern quality approaches in institutional management, and the strengthening of a quality culture.

According to the agreement, the parties will collaborate to enhance the internal quality assurance system at Mingachevir State University, implement modern approaches to improve quality in teaching, learning, and assessment, and develop mechanisms for the formation and evaluation of learning outcomes at both program and course levels.

Within the framework of the Memorandum, joint activities will include training and professional development programs for academic and administrative staff on quality management, process optimization, and institutional development, the organization of joint projects, forums, and conferences, as well as the study and sharing of advanced national and international practices in quality assurance.

The collaboration places particular emphasis on fostering a quality culture in higher education and applying the principles of sustainable development. Priority areas include strengthening quality assurance and institutional development mechanisms, and enhancing transparency and efficiency in management at the university.

It should be noted that this Collaboration Memorandum is of significant importance for improving quality assurance systems in higher education, supporting the university’s strategic development goals, and implementing a management model aligned with international standards.
