On March 5, 2026, the next expanded meeting of the Academic Council of Mingachevir State University for the spring semester of the 2025/2026 academic year was held. Members of the Academic Council and heads of structural divisions participated in the meeting.

Opening the meeting with an introductory speech, Rector Anar Eminov informed the Council members about the issues included in the agenda.

During the meeting, discussions were held and relevant decisions were adopted regarding the approval of the Scientific Research Strategy of Mingachevir State University, as well as the establishment of internal dual degree programs in cooperation with Azerbaijan Technical University and the determination of specialties within these programs.

The meeting continued with the discussion of current issues. Within this framework, proposals were approved for awarding the academic title of associate professor to university staff members Aida Mustafayeva, Rahila Mammadova, Gunel Yunusova, and Vuqar Mammadli.

The establishment of the scientific journal “Journal of Scientific Vectors,” the cancellation of a previous decision regarding staff elections at the university, the allocation of one-time rewards, and the determination of procedures for granting new social scholarships and honorary scholarships were also discussed and approved. Accordingly, in parallel with the differentiated salary system, one-time rewards will be provided for scientific articles published in internationally indexed journals and conferences, as well as for books, book chapters, textbooks, and teaching materials published by international publishing houses.

At the same time, decisions were adopted regarding the approval of the Regulations on the Student-Rector of Mingachevir State University, the Sports and Health Complex, the Department of Organization and Assessment of Examinations, and the Strategic Development Department.

The meeting also addressed the establishment of new centers aimed at expanding the activities of social and academic support structures operating under the university. In this regard, decisions were adopted on the establishment of the Center for Inclusivity and Social Development, the Center for Psychological Health and Sustainable Well-being, the Center for Support and Development of Veterans and Martyrs’ Families, and the Center for Environmental Sustainability and Climate Action.

During the discussion of current issues, decisions were also made to award Associate Professor Sahib Aliyev of the Department of Pedagogy and Psychology on the occasion of his 65th anniversary, as well as coach-instructor Mehman Baxishov of the university’s Sports and Health Complex for winning first place in the master category at the Azerbaijan Powerlifting and Bench Press Championship held on February 28 – March 1.

Accordingly, Sahib Aliyev, coach-instructor Mehman Baxishov, students Vaqif Ahmadli and Shamil Dashdamirov, who won first and third places in the mentioned championship, as well as Nazpari Cabbarova, who won a gold medal at the Azerbaijan Kickboxing Championship, were awarded.

Later, Rector Anar Eminov provided information about the Institute of Artificial Intelligence and Digital Technologies and the Institute of Sustainable Energy and Regional Development Research established under Mingachevir State University in accordance with the relevant order of the Minister of Science and Education Emin Amrullayev and introduced their directors to the Council members.

At the end of the meeting, Rector Anar Eminov congratulated all female staff members, students, and master’s students of the university on the upcoming March 8 – International Women’s Day.
