On October 13, 2025, a six-member delegation led by the Rector of Mingachevir State University (MSU), Anar Eminov, visited the Republic of Türkiye and met with the Rector of Dokuz Eylül University, Prof. Dr. Bayram Yılmaz, in Izmir.
During the meeting, Prof. Dr. Bayram Yılmaz welcomed the MSU delegation and emphasized the importance of strengthening ties between the higher education institutions of the two brotherly countries. He noted that strategic partnerships between Azerbaijani and Turkish universities contribute not only to academic collaboration but also to cultural integration. He added that cooperation based on shared values would further strengthen educational unity and expressed confidence that joint initiatives would significantly contribute to the development of higher education systems in both countries.
Rector Anar Eminov thanked his hosts for the warm reception and noted that partnerships with Turkish universities hold a special place in MSU’s international cooperation policy. He emphasized that the aim of this collaboration is to expand student and staff exchange, support joint research, and implement joint projects. He also noted that the signed memorandum is more than a document—it is a step toward future cooperation.
Following detailed discussions, a Memorandum of Understanding was signed by Rector Anar Eminov and Prof. Dr. Bayram Yılmaz.
Under the memorandum, the parties will implement dual degree programs, carry out joint activities in education and research, organize joint research projects, international conferences, and seminars, and promote the exchange of academic staff, researchers, and students. The agreement also covers the mutual hosting of visiting faculty members and students, the development of joint master’s programs, the sharing of innovative management and teaching practices, the exchange of research outputs and publications, cooperation in environmentally oriented projects and sustainable development initiatives, as well as the organization of joint training programs and courses.
Following the signing ceremony, the delegation toured the university campus and reviewed its academic infrastructure.
This cooperation further expands Mingachevir State University’s international partnership network and marks a new stage in Azerbaijan–Türkiye higher education relations.
