A Shared Step Toward the Region’s Digital Future: Strategic Cooperation Between MDU’s Institute of Artificial Intelligence and Digital Technologies and the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic

On May 26, 2026, an official meeting was held between the Institute of Artificial Intelligence and Digital Technologies of Mingachevir State University and the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic. The meeting was dedicated to expanding cooperation within the framework of implementing strategic priorities arising from state programs related to digital transformation, human capital development, and strengthening the innovation ecosystem.

Mingachevir State University was represented at the meeting by Aida Mustafayeva, Director of the Institute of Artificial Intelligence and Digital Technologies; Elchin Taghiyev, Director of the Department of Digital Development and Information Technologies; Gurban Gurbanzadeh, Deputy Head of the Business Relations and Alumni Affairs Department; and Aynur Guliyeva, Project Coordinator of the Strategic Development Department.

Representing the Ministry of Digital Development and Transport of Nakhchivan were Aziz Humbatov, Chief of Staff; Huseyn Asgarli, Deputy Director of “Nakhchivan Post and Telecommunication Center” LLC; Ruhen Asgarov, Head of the Technological Development Department; along with employees of relevant structural divisions.

During the discussions, strengthening digital transformation was emphasized as a priority area within the strategic state programs approved by the President of the Republic of Azerbaijan. The meeting included broad exchanges on accelerating digital transformation processes, expanding the application of artificial intelligence technologies, enhancing cybersecurity, developing the innovation ecosystem, and fostering human capital. Within the framework of these strategic documents, the parties discussed cooperation opportunities in developing digital skills, shaping innovative human capital, applying AI- and data-driven management models, and strengthening institutional capacity in cybersecurity.

Particular attention was given to cooperation prospects under the “MDU EcoTech – Camp 2026” project. The main objective of the project is to develop integrated and practice-oriented skills among young people in artificial intelligence, cybersecurity, green technologies, startup development, and sports analytics.

It was noted that “MDU EcoTech – Camp 2026” is being designed as Azerbaijan’s first multi-stage innovative camp model that combines training, practical implementation, competition, startup development, research, and international cooperation components. This model is of significant importance for strengthening state–university–industry integration, expanding interregional cooperation, and developing international partnerships.

The project is planned to be held in July–August 2026 in the format of a 4–5 day intensive program. During this period, participants will be engaged in laboratory activities, team-based projects, real-world problem-solving, prototyping, and multi-stage competitions.

At the initial stage, participation is planned for students from Mingachevir State University, Nakhchivan State University, Sumgait State University, the Zagatala branch of Azerbaijan State University of Economics, the Sheki branch of Azerbaijan State Pedagogical University, and Azerbaijan State Agrarian University. In the following stages, other local and international higher education institutions are also expected to join.

Participants will be selected through a competitive evaluation process. Key criteria will include high academic performance, analytical and critical thinking skills, innovative idea generation potential, interest in technology and research, teamwork, leadership abilities, initiative, and strong motivation. Priority will be given to young individuals actively engaged in artificial intelligence, cybersecurity, data analytics, and digital technologies.

As part of the international component of the project, experts from Türkiye’s leading higher education institutions — METU, OSTİM Technical University, Gazi University, Düzce University, and Atatürk University — are expected to participate as trainers, mentors, experts, and evaluators. Within this cooperation framework, masterclasses and practical sessions will be organized on artificial intelligence, digital transformation, cybersecurity, green technologies, startup ecosystems, and data analytics.

It was emphasized that this approach contributes to shaping a new institutional cooperation model between Azerbaijan and Türkiye in higher education, scientific research, and innovation.

The main modules of “MDU EcoTech – Camp 2026” will cover artificial intelligence and digital transformation, EcoTech and sustainable development technologies, cybersecurity and CTF competitions, Smart Sports and sports analytics, as well as startup and innovation laboratories. In the final stage, presentations will be held in the formats of AI & EcoTech Hackathon, Green Startup Competition, Cyber Security Challenge, Smart Sports Challenge, and Demo Day.

Project evaluation will be based on innovation level, implementation potential, social impact, technical feasibility, sustainability, and teamwork performance. This approach will enable participants not only to generate ideas but also to transform them into practical and applicable innovative solutions.

The project’s implementation model is planned in phases across Azerbaijan’s innovation map. Mingachevir and Goychay are envisioned as academic and technical bases; Gabala, Sheki, Oghuz, and Zagatala regions as EcoTech and startup development stages; while Baku, with its High-Tech Park and investor ecosystem, is planned as the final stage. The Nakhchivan stage will serve as an international strategic closing and cooperation platform.

At the conclusion of the meeting, the parties agreed to further expand future cooperation, implement joint projects, and strengthen institutional partnership.

It was noted that this collaboration will make a significant contribution to the implementation of Azerbaijan’s digital development strategy, strengthening the innovation ecosystem, and shaping the digital human capital of the future.
