On July 7, 2026, the final meeting of the Academic Council for the 2025/2026 academic year was held at Mingachevir State University (MSU).
Opening the meeting, MSU Rector Anar Eminov, before proceeding to the agenda, highly appreciated the academic achievements of the university staff. The Rector congratulated Aida Mustafayeva, Director of the Institute of Artificial Intelligence and Digital Technologies operating under MSU, on being awarded the degree of Doctor of Philosophy in Technical Sciences. He also congratulated Vugar Mammadli, Senior Lecturer of the Department of Economics, and Saqib Mammadov, Lecturer of the Department of Business and Management, on receiving their Doctor of Philosophy degrees in Economic Sciences, wishing them continued success in their academic and pedagogical activities. Additionally, Associate Professor Emiliya Huseynova, Head of the Department of Business and Management, was awarded for her long-term effective service in her position.
Following this, the issues on the agenda of the Academic Council were brought up for discussion.
During the meeting, a report on the results of the spring examination session of the 2025/2026 academic year was presented. The report provided information on the organization of the exam session, students’ academic performance, ensuring transparency, improving the quality of education, and the tasks ahead for the next period.
Subsequently, the proposal to establish the “Engineering” and “Mathematics and Information Technologies” faculties based on the existing Faculty of Engineering at MSU was discussed. It was noted that these structural changes would contribute to the more targeted development of engineering, information technologies, and digital transformation at the university.
The meeting also reviewed the proposal to establish the Department of Natural Sciences on the basis of the Department of Physics and Ecology operating under the Faculty of Engineering. It was emphasized that the creation of the new department would enable a more systematic organization of teaching, research, and academic activities in the field of natural sciences.
Within current issues, discussions were held on determining salary supplements for employees with disabilities at MSU, as well as draft regulations of the Student Affairs Department and the Public Relations and Marketing Department. In addition, amendments to the norms of teaching hours related to supervision of educational and industrial internships, evaluation, and acceptance of reports—based on Decision No. 102 dated July 15, 2025, of the Academic Council—were considered.
The Academic Council also discussed the abolition of previous decisions on incentive measures aimed at strengthening the English language proficiency of MSU staff, as well as new approaches to stimulating the activities of academic staff delivering education in English. It was noted that these efforts are of significant importance for internationalization, English-medium instruction, and academic competitiveness at MSU.
During the meeting, the establishment of a working group to prepare curricula for the bachelor’s degree programs in “Electrical and Electronics Engineering” and “Energy Engineering,” to be implemented jointly with Azerbaijan Technical University, was also considered.
Furthermore, the creation of a working group for developing curricula for master’s degree programs including “International Business Management,” “International Business,” “Human Resource Management,” “International Economics,” “International Finance,” “Tourism,” “Environmental Protection and Restoration Methods,” and “Environmental Management” was discussed.
At the same time, the agenda included the establishment of a working group to prepare curricula for bachelor’s degree programs such as “International Trade and Logistics,” “Tourism Management” (in English), “Process Automation Engineering,” and “Computer Science” (in English).
The meeting also discussed the establishment of the Institute of Turkic World Studies at MSU. It was emphasized that the creation of this institute would contribute to the development of scientific research, academic cooperation, and cultural-humanitarian relations related to the Turkic world.
Another important issue on the agenda was the implementation of the QS Stars Rating System at MSU and the establishment of a working commission in this direction. It was noted that this initiative is important for expanding the university’s participation in international ranking systems, analyzing institutional indicators, and systematically defining development goals.
Following the discussions, relevant decisions were adopted on all items included in the agenda.
At the end of the meeting, Rector Anar Eminov congratulated the academic and administrative staff, as well as students and master’s degree students of Mingachevir State University on the completion of the 2025/2026 academic year. He expressed his gratitude to the university community for their joint efforts toward the development of the university throughout the academic year and wished everyone a pleasant and productive vacation.
