On March 11, 2026, a round table on “Legal Foundations of Urban Planning and Architectural Activities” was held at Mingachevir State University within the framework of the “Year of Urban Planning and Architecture.”
The event, held at the Heydar Aliyev Center of the university, was attended by members of the academic and administrative staff of the university, as well as representatives of the Mingachevir City Executive Authority and the Mingachevir Municipality.
Opening the round table, the Rector of Mingachevir State University, Anar Eminov, emphasized the important role of urban planning and architecture in the sustainable development of the country. The rector noted that in modern urban development policy, improving legal regulatory mechanisms, ensuring the planned development of urban infrastructure, and organizing architectural activities in accordance with international standards are of particular importance.
During his speech, A. Eminov also touched upon the significance of international initiatives aimed at the sustainable development of cities, stating that the 13th session of the World Urban Forum (WUF13) organized by the United Nations serves as an important global platform for discussing sustainable urban development, inclusive urban environments, and the challenges of modern urbanization. It was noted that such international initiatives contribute to the application of innovative approaches in urban planning policies and support the environmentally and socially sustainable development of cities.
The rector also stressed that scientific discussion platforms organized within the framework of the “Year of Urban Planning and Architecture” significantly contribute to expanding the exchange of knowledge and experience in the relevant field, as well as strengthening cooperation between the academic community and local governance institutions.
Afterwards, a video dedicated to the “Year of Urban Planning and Architecture” was presented.
In accordance with the program of the event, a number of presentations covering various topics were delivered. Chief Architect of the Mingachevir City Executive Authority Etibar Abdullayev presented a report titled “The Master Plan of Mingachevir City and the Long-Term Prospects of the City.”
Head of the Department of Humanities at the university Esmira Jafarova delivered a presentation titled “The Year of Urban Planning and Architecture: An Expression of Azerbaijan’s Future-Oriented Development Strategy.”
Associate Professor Ofeliya Mammadova spoke on “Modern Urban Planning Policy and Sustainable Development Strategies.”
Senior Lecturer Huseyn Asgarov presented “The Regulatory and Legal Framework of Urban Planning in Azerbaijan.”
Representative of the Mingachevir Municipality Zahid Gasimli addressed the topic “Urban Planning and the Preservation of National Architectural Heritage.”
Head of the Department of Mechanics Mahir Ismayilov delivered a presentation titled “The Role of Transport and Logistics Systems in Urban Planning Policy.”
Lawyer Polad Atayev spoke on “Environmental Risks and Urban Planning Responsibility.”
Associate Professor Nizami Zeynalov presented “Building New Cities in the Post-Conflict Period: The Karabakh Model.”
The presentations were received with great interest by the participants of the round table. An exchange of views was held on the topic, and the questions of participants were answered. Within the framework of the event, discussions were also held on improving the legal foundations of urban planning and architectural activities, applying the regulatory and legal framework in this field, and modern models of urban development.
It should be noted that various scientific and practical events within the framework of the “Year of Urban Planning and Architecture” continue to be organized at Mingachevir State University, and the initiatives implemented in this direction contribute significantly to the development of the university’s scientific and public activities.
