On May 20, 2026, a regular meeting of the Scientific Council of Mingachevir State University for the spring semester of the 2025/2026 academic year was held. The meeting took place at the university’s Heydar Aliyev Center and was attended by members of the Scientific Council and heads of the university’s structural divisions.
Opening the meeting with introductory remarks, Rector Anar Eminov provided detailed information on the agenda items and emphasized their importance in terms of the university’s strategic development.
During the meeting, a report on the activities of the Faculty of Engineering was presented. The quality of education at the faculty, the organization of scientific activities, and work carried out with students were discussed extensively. The current situation was analyzed, and relevant instructions were given to increase efficiency in these areas.
Another agenda item included information on the current state of preparations for the spring examination session of the 2025/2026 academic year. Measures taken to ensure that the examinations are conducted transparently, objectively, and at a high organizational level, as well as upcoming tasks, were reviewed.
In addition, the current state of research work carried out by doctoral and dissertation candidates at the university was discussed. Important points regarding increasing the effectiveness of scientific activity and expanding publication activity in international academic databases were highlighted.
A report on the activities of the Student Youth Organization was also presented. The importance of expanding initiatives aimed at increasing students’ social engagement and supporting their social, scientific, and cultural development was particularly emphasized.
Within the framework of current issues, several important decisions were made to improve the university’s structure. In particular, draft regulations for the Institute of Artificial Intelligence and Digital Technologies, the Institute of Sustainable Energy and Regional Development, as well as several departments and centers, were discussed and approved. At the same time, the establishment and operational directions of the Center for Psychological Health and Sustainable Well-being were determined.
Additionally, a decision was made to establish the Sustainable Energy, Waste, and Carbon Management Center at the university, which was regarded as an important step toward environmental sustainability and green development.
The meeting also approved the dissertation topics and academic supervisors of first-year master’s students for the 2025/2026 academic year, while issues related to improving the academic supervision mechanism were also reviewed.
At the same time, a decision was adopted on the necessary organizational matters for the return of students studying at higher education institutions in Türkiye and Kazakhstan within the framework of the “Orhun Exchange Program.”
As part of the meeting, diplomas certifying the academic title of Associate Professor, awarded by the decision of the Collegium of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated May 1, 2026, were presented to Rahila Mammadova and Gunel Yunusova, staff members of the Department of Humanities at Mingachevir State University. Rector Anar Eminov congratulated both scholars on this significant academic achievement, highly appreciated their contributions to strengthening the university’s scientific and pedagogical potential, and wished them success in their future activities.
At the end of the meeting, Rector Anar Eminov wished success to students and master’s students in the upcoming spring semester of the 2026/2027 academic year. He emphasized the significance of the adopted decisions in improving educational quality, strengthening scientific potential, and expanding international cooperation at the university, and provided relevant instructions regarding future tasks.
