A New Stage of Cooperation in Project Management and Professional Development at Mingachevir State University: Memorandum of Understanding Signed with Abıyev & Partners

On February 13, 2026, within the framework of the “Forum on Quality, Sustainability, and Innovation in Education” hosted by Mingachevir State University, a Memorandum of Understanding (MoU) on joint cooperation was signed between the university and Abıyev & Partners.

The Memorandum was signed by Azad Mirzabeyov, Head of the Quality Assurance and Sustainable Development Department at the university, and Emin Abıyev, Founder of Abıyev & Partners, laying the foundation for long-term and systematic cooperation in the fields of project management, professional development, and practice-oriented education.

According to the document, the parties will jointly work on implementing internationally recognized project management approaches at the university, enhancing the knowledge and skills of students and university staff, and organizing certification programs. Within this framework, short-term certification programs for students, preparation courses for the CAPM (Certified Associate in Project Management) level under the “Junior Project Manager” program, and PMP (Project Management Professional) courses for master’s students are planned.

The Memorandum also includes training and consultancy services for academic and administrative staff in grant project management, implementation of Erasmus+, Horizon Europe, and other international programs based on PMP standards, as well as guidance on digital transformation and the application of traditional and Agile methodologies at the university. In addition, cooperation areas include offering project management-based elective courses in economics and engineering programs, and organizing practice-oriented seminars and masterclasses.

It was agreed that all activities within the cooperation framework would be implemented based on the principles of mutual transparency and partnership, with separate action plans prepared when necessary and in accordance with national legislation. The Memorandum is valid for three years from the date of signing and may be extended upon mutual agreement of the parties.

It should be noted that the signed Memorandum of Understanding is of great importance for fostering a project management culture at Mingachevir State University, expanding students’ access to international certification opportunities, and strengthening the university’s institutional development strategy.
