The next meeting of the Scientific Council of Mingachevir State University was held: issues related to teaching quality, discipline, quality assurance and institutional development were discussed

On June 17, 2026, the next meeting of the Scientific Council of Mingachevir State University for the spring semester of the 2025/2026 academic year was held. The meeting, organized during the ongoing spring examination session, was attended by members of the Scientific Council and heads of the university’s structural divisions.

Opening the meeting with an introductory speech, Rector Anar Eminov provided detailed information about the items on the agenda and emphasized their importance in terms of ensuring the effective organization of the university’s current activities, improving the quality of teaching, and enhancing institutional governance. The Rector noted the importance of conducting academic processes at the current stage of the ongoing spring examination session based on the principles of transparency, objectivity and high organizational responsibility.

During the meeting, a report on the activities of the Faculty of Economics and Management was presented. The quality of teaching, organization of scientific activity, work carried out with students, academic results and development directions of the faculty were widely discussed. The current situation was analyzed, and relevant instructions were given to further improve the teaching process, increase the effectiveness of scientific research activities and strengthen the student-centered approach.

Another item on the agenda focused on compliance with MSU’s internal disciplinary regulations. It was noted that maintaining labor discipline, a culture of responsible behavior, and academic and administrative ethical standards is an important component of institutional governance. It was decided to further strengthen the existing mechanisms in this area and to consistently continue monitoring measures across structural divisions.

The meeting also included a report on the implementation status of the decisions adopted by the Scientific Council of MSU during the 2025/2026 academic year. Issues related to the implementation of adopted decisions, ensuring executive discipline, and increasing the responsibility of structural divisions in this regard were discussed. It was emphasized that the timely and effective implementation of decisions contributes to the formation of a culture of accountability and results-oriented management at the university.

In addition, a report was presented on the work carried out in the field of quality assurance and sustainable development, as well as the implementation status of the “MSU-2030 Development Strategy.” The meeting discussed activities aimed at improving internal quality assurance mechanisms, monitoring strategic targets, evaluating results based on measurable indicators, and strengthening the sustainable development approach at the institutional level.

The meeting also provided information on the work carried out at MSU in the field of students’ patriotic development. Activities, projects and awareness-raising initiatives aimed at strengthening students’ commitment to national and moral values, civic responsibility, statehood thinking and social engagement were highlighted. The importance of continuing these activities in a systematic and sustainable manner was emphasized.

Within the framework of current issues, matters related to awarding university employees on the occasion of their anniversaries were considered. A decision was made to award Abulfat Adilov, a lecturer at the Department of Energy of Mingachevir State University, on the occasion of his 75th anniversary, and Shafag Mammadova, operator-clerk of the Faculty of Engineering, on the occasion of her 60th anniversary. Rector Anar Eminov congratulated both employees, highly appreciated their contributions to the development of the university and wished them success in their future activities.

At the same time, the draft Regulations of MSU’s Lifelong Learning School were discussed and approved. It was noted that the activities of this structure are of great importance in terms of expanding lifelong learning opportunities at the university, organizing additional education, professional development and flexible training programs.

The draft Regulations of the Digital Development and Information Technologies Center were also discussed and approved at the meeting. It was stated that the Center will play an important role in accelerating digital transformation processes at the university, improving information technology infrastructure, and developing e-governance and digital services.

In addition, the draft Regulations of the Sustainable Energy, Waste and Carbon Management Center were discussed and approved. The establishment and areas of activity of the Center were assessed as an important step in systematizing the measures implemented at MSU in the areas of environmental sustainability, green campus development, energy efficiency, waste management and carbon footprint reduction.

The meeting also considered the issue of providing non-salary financial assistance of an incentive nature to employees included in the staffing schedule. It was noted that this decision is important in terms of stimulating employees’ work, increasing their motivation and strengthening institutional commitment.

Furthermore, the issue of postponing the III International Scientific Conference “Education and Research Activities in the New Era: Realities and Challenges,” scheduled to be held in 2026, and instead holding the “VIII Eurasian Conference on Cascade Risks in Earth Dams (RISK-2026)” and the ESRA South Caucasus Seminar as the university’s international scientific events, as well as financing them from the university budget, was discussed. It was noted that the organization of these events is of great importance in terms of expanding MSU’s international scientific cooperation and creating a scientific discussion platform in the fields of risk management, engineering and safety.

The meeting also discussed the transfer of funds related to Mingachevir State University’s participation in the “QS Stars” international rating system. This step was considered important for expanding the university’s representation in international evaluation systems, analyzing its institutional indicators based on international criteria, and increasing its visibility in the global higher education area.

At the same time, the issue of annulling Decision No. 23 of the Scientific Council dated October 27, 2025, regarding the awarding of a targeted scholarship to the chairperson of MSU’s Student Youth Organization was considered, and a relevant decision was adopted.

The meeting also discussed the improvement of the teaching load and distribution of hours for block subjects in the educational program of the “Ecology Engineering” specialty, namely “Technical Foreign Language,” “Fundamentals of Technical Knowledge,” and “Fundamentals of Geodesy.” Proposals aimed at aligning the content of the educational program with the requirements of the specialty, strengthening practical knowledge and skills, and increasing interdisciplinary integration were reviewed.

In conclusion, Rector Anar Eminov stated that the issues included in the agenda of the Scientific Council are of great importance for the current and strategic development of the university. The Rector gave relevant instructions to all structural divisions regarding the high-level organization of academic processes at this stage of the ongoing spring examination session, the transparent and objective conduct of examinations, ensuring student satisfaction, timely implementation of adopted decisions, and strengthening results-oriented activities in line with the set goals.
