New Agreement Between Mingachevir State University and Ankara Hacı Bayram Veli University: Dual Degree Program in “Tourism and Hospitality” to Be Implemented at Master’s Level

A Memorandum of Understanding (MoU) has been signed between Mingachevir State University (MSU) and Ankara Hacı Bayram Veli University (AHBVU), located in Ankara, Türkiye. The MoU was signed by the Rector of MSU, Anar Eminov, and the Rector of AHBVU, Professor Mehmet Naci Bostancı.

Accordingly, on October 16, 2025, a delegation led by Rector A. Eminov held an official meeting with Rector M. N. Bostancı at AHBVU.

Rector M. N. Bostancı expressed his satisfaction with welcoming the MSU delegation and emphasized that the signed Memorandum would play a significant role in strengthening higher education cooperation between Azerbaijan and Türkiye. He highlighted their readiness to support joint initiatives and noted that the agreement would create broad opportunities in areas such as joint projects, dual degree programs, conferences, academic staff and student exchanges, joint publications, and the harmonization of academic curricula.

Rector Anar Eminov described the visit as a new stage in bilateral cooperation, emphasizing the role of universities in building intellectual bridges between the two countries. He underlined that MDU’s internationalization strategy prioritizes close integration with the Turkish higher education system and noted the strategic importance of cooperation with AHBVU. He also expressed his gratitude for the hospitality and conveyed confidence that the signed MoU would significantly contribute to the implementation of joint research, academic programs, and exchange initiatives.

Within the framework of the MoU, several key areas of cooperation have been defined. The parties agreed to expand academic and scientific collaboration through joint research projects, faculty and student exchanges, and the organization of conferences, seminars, and symposiums. The agreement also provides for the alignment of curricula and course syllabi, the establishment of dual degree and joint certification programs—particularly in tourism and hospitality—and the creation of opportunities for shared use of laboratories and scientific equipment.

In addition, the cooperation will support joint participation of students and graduates in innovation, startup, and entrepreneurship-oriented projects, as well as collaboration between incubation and technology transfer centers.

It should be noted that this partnership will pave the way for the implementation of new joint initiatives, dual degree programs, academic mobility opportunities, and regional development projects in the future.
