A Memorandum of Understanding has been signed between Mingachevir State University (MSU) and Bahçeşehir University – one of the reputable higher education institutions of the Republic of Türkiye – to expand international cooperation and promote student and academic staff exchange.

For this purpose, on December 23, 2025, a delegation led by Ceyhun Mahmudov, Advisor to the Rector of MSU on the organization and management of the educational process, visited Bahçeşehir University in Istanbul as part of an official visit to the Republic of Türkiye.

During the meeting, discussions were held on global trends in higher education, academic mobility, prospects for inter-university cooperation, and areas of mutual interest.

The MSU delegation provided information about the university’s internationalization strategy and emphasized that cooperation with Bahçeşehir University will create significant opportunities in terms of student and staff exchange, joint scientific research projects, academic events, and the implementation of joint educational programs.

The Memorandum of Understanding signed at the end of the meeting serves as a general legal framework for institutional cooperation between the two universities and lays the groundwork for the implementation of concrete joint projects in the future.

The memorandum covers the exchange of undergraduate and graduate students; the participation of academic staff in teaching and research programs; lectures, seminars, and experience-sharing by scholars and experts; the exchange of scientific and academic publications; the implementation of joint professional development projects; the development and execution of joint educational programs; as well as other forms of cooperation by mutual agreement of the parties.

It should be noted that cooperation with Bahçeşehir University is of great importance for expanding the international relations of Mingachevir State University and enhancing its integration into the global higher education community.
