Memorandum of Understanding Signed Between Mingachevir State University and Kyrgyz-Turkish Manas University

A Memorandum of Understanding has been signed between Mingachevir State University (MSU) and Kyrgyz-Turkish Manas University with the aim of expanding bilateral cooperation.

The agreement предусматривает the development of collaboration in education, science, and research, including the promotion of exchange programs for students, academic staff, and administrative personnel. Under the memorandum, the parties will engage in joint research projects, organize international conferences and seminars, implement short-term training programs, and share innovative teaching and management practices.

The document also covers the development of joint academic programs, implementation of lifelong learning initiatives, exchange of scientific and methodological publications, and cooperation in the field of environmental management.

To ensure effective implementation of the memorandum, coordinators will be appointed by both universities, who will be responsible for planning and coordinating joint activities and projects.

On April 30, 2026, within the framework of this cooperation, the coordinator of the International Relations and Cooperation Office of MSU, Pərviz Məmmədrzayev, visited Kyrgyz-Turkish Manas University. During the visit, a meeting was held with the Head of the International Relations Office, Kadri Ağgün, and an ознаком tour of the university’s faculties, laboratories, and academic infrastructure was conducted.

Discussions focused on strengthening integration among universities of the Turkic world, particularly exploring cooperation opportunities within the Orhun Exchange Program and organizing bilateral student and faculty exchanges.

In addition, meetings were held with the relevant faculty leadership of Manas University regarding the tourism program planned to be established at MSU, where opportunities to study and adapt advanced educational models were discussed.

It should be noted that the signed memorandum will serve as a foundational framework for implementing more concrete joint programs and projects between the two institutions in the future.
