The implementation of modern teaching technologies, innovative instructional methods, and flexible university governance mechanisms is directed towards strengthening the position of Mingachevir State University (MSU) within the national higher education system, as well as contributing more effectively to the socio-economic development of Mingachevir city and its surrounding districts. In this context, the key priorities include: enhancement of teaching quality, improvement of the efficiency of scientific research, reinforcement of the material and technical infrastructure, promotion of the social welfare of academic and administrative staff, expansion of mutually beneficial partnerships with both domestic and international universities, and the establishment of productive collaboration with public and private institutions.
The comprehensive measures carried out at MSU are primarily designed to achieve strategic goals: to transform into a university of the new era, to contribute to balanced regional development, and to attain the status of a capital-level higher education institution. While pursuing these objectives, national higher education development trends, emerging global challenges in the international academic space, as well as the university’s existing capacities and potential opportunities, are carefully taken into account.

Mingəçevir Dövlət Universitetinin yeni kampusu hazırda inşa edilir və Mingəçevir şəhərinin 7 hektarlıq sahəsində yerləşir. Kampus, gənc nəslin tələblərinə uyğun müasir təhsil və sosial həyat imkanları təqdim edəcək. Kampusun ümumi tələbə tutumu 10 min nəfər olacaq. İçərisində tələbələr üçün yataqxana, hotel binası, müasir kitabxana, konfrans zalı, açıq və qapalı idman ərazisi, biznes inkibasiya mərkəzi, sosial fəaliyyətlər üçün ərazi və yaşıllıq zonası olacaq. Bu kampus, universitetin təhsil keyfiyyətini artırmaq və Mingəçevirin təhsil sektorunun inkişafını təmin etmək məqsədini güdür. Kampus, tələbələrə yüksək səviyyədə təhsil alaraq şəxsi inkişaflarını davam etdirmək üçün mükəmməl şərait yaradacaq.
