Human Resources Department
It was established on October 25, 2019 according to resolution No187 of the Rector of Mingachevir State University. In its work, the department is guided by the labor legislation of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan “about education” and “about science”, the regulation on Higher School, orders and resolutions of the Ministry of Education, the Charter of MSU, as well as the decisions and instructions of the management of MSU, as well as the regulation on the work (activity) plan of the department is drawn up separately for each academic year and approved by the rector. The department employs a senior specialist who is directly subordinate to the rector of the University. The department has 2 employees at the same time. The chief specialist and other employees carry out the tasks specified in the regulation, and are responsible for the implementation of the assigned tasks.
Work carried out in the department
Participates in determining and forecasting staffing needs based on the economic and social development plans of Mingachevir State University;
- Prepares and formalizes documents related to recruitment, dismissal, transfers, promotions, rewards and professional development of employees in accordance with labor legislation, regulations and instructions;
- Prepares draft employment contracts and enters employment contract notifications into the electronic information system for registration;
- Receives applications from teaching staff regarding correct salary calculation, dismissal and transfers and formalizes them in accordance with established procedures;
- Studies professional and personal competencies of specialists for promotion and qualification advancement;
- Maintains personnel documentation to regulate labor relations in accordance with labor legislation;
- Keeps records of employee leave and monitors the timely use of leave according to approved schedules;
- Ensures proper preparation of personnel files and employment record books in accordance with requirements;
- Maintains attendance records and organizes preparation and implementation of business trip schedules;
- Analyzes staff turnover, unjustified absences and other violations of labor discipline and prepares documentation on disciplinary measures in accordance with labor legislation.
