SHAHIN BAYRAMOV  

He was born on July 4, 1979 in the city of Mingachevir.
In 1986, he went to the first grade of Mingachevir city secondary school No. 5, and in 1996 he graduated from Mingachevir Nature, Mathematics and Humanities Oriented Secondary School.
In 1996, he was admitted to the Faculty of “International Economic Relations” of the Azerbaijan State University of Economics (UNEC), in 2000 he received a bachelor’s degree in “International Economic Relations”. In 2001, he was admitted to the master’s program of the Azerbaijan State University of Economics (UNEC), and in 2003, he received a master’s degree in “International Economic Relations”.
In 2005 he was admitted to the doctoral program of UNEC. In 2011, he defended his his candidate’s thesis on” Neighborhood Policy of the European Union and prospects of integration of Azerbaijan into the European Economic Area “on the specialty” world economy“, and in 2012, by the decision of the Higher Attestation Commission under the president of the Republic of Azerbaijan, he received the degree of ” Ph.D in economics”.
From January 2005 to September 2016, he worked as a senior laboratory assistant, teacher, senior lecturer and associate professor at the department of “International Economic Relations” of UNEC. At the same time, in 2005-2009 he worked as a manager in the master of Business Administration (MBA) program of UNEC, in 2009-2011 he worked as a head of department at the distance and additional education center of UNEC.
In 2006-2014, he was an expert of the Committee on Science and Education of the Milli Majlis of the Republic of Azerbaijan, as well as a member of the Working Groups on the preparation of draft laws of the Republic of Azerbaijan “About education” and “About Science”.
From November 2012 to April 2017, he worked as vice-rector for international relations and programs of UNEC.
Since September 2016, he has worked as a substitute docent at the “International Economy (English)” department of UNEC.
From April 2017 to July 2019, he worked as deputy head of the department of Science, higher and secondary special education at the Ministry of Education of the Republic of Azerbaijan.
From November 2017 to July 2019, he was the country coordinator for Azerbaijan of the European Higher Education Area (EHEA) Bologna Working Group (BFUG), and from May 2018 to July 2019, he was a member of the BFUG’s Global Policy Dialogue Committee.
From April 2018 to July 2019, he headed the Twinning project “support for the development of the higher education system in Azerbaijan”, jointly implemented by Azerbaijan, France, Latvia and Lithuania.
He was the coordinator of the Ministry of Education of the Republic of Azerbaijan in the Erasmus+ projects of the European Union.
Since September 2018, he has been working as an associate professor at the department of “Economics and management” of the International Graduate and doctoral center of UNEC.
Since November 2018, he is a member of the Board of Trustees of the Azerbaijan Institute of Theology.
At various times, he participated in professional trainings at Oxford and Warwick universities (both UK), University of Pittsburgh (USA) and ADA University (Azerbaijan), as well as won scholarship programs offered by Azerbaijan, USA, Japan, China, Turkiye, Switzerland, Austria and the European Union.
In 2009, he received a degree in economics at Indiana University (Indiana University in Bloomington), becoming the winner of the “Junior Faculty Development Program” of the US Department of state.
In 2015, he was selected as the winner of the “Hubert H. Humphrey” Program implemented by the Institute of International Education within the framework of the “Fulbright” scholarship of the US State Department and participated in professional development trainings in the United States.
In the 2015/2016 academic year, he received a professional education at the Penn State University College of Education, majoring in “higher education Administration and Academic Leadership”. As part of the above-mentioned program, he also participated in a six-week internship at Cornell University (Cornell University).
During his studies in the United States, he participated in numerous professional trainings and forums on Higher Education Management, Academic Leadership, University Management, Academic Management in crisis conditions, decision-making, personnel potential management, negotiations and other topics.
In November 2018, he participated in a three-week training seminar on “Managing Higher Education” organized by the Ministry of Commerce of China and Zhejiang Normal University as part of a scholarship from the Government of the People’s Republic of China.
In different periods, he participated in numerous international seminars and trainings on various topics such as management of higher education, university management, academic leadership, Bologna process, European Higher Education Area, curriculum design, WTO, European Union, etc. in Azerbaijan, Türkiye, Japan, Switzerland, USA, Germany, France, United Kingdom, Austria, Belgium, Hungary, China, Georgia and other countries.
His scientific article and thesis dedicated to topics such as management in higher education, internationalization of higher education, international ranking lists of universities, multiculturalism in higher education, economic integration processes within the European Union, Azerbaijan’s role in ensuring international energy security, integration of Azerbaijan’s economy into the European space, sustainable economic development and more than 40 topics were published in scientific journals, scientific-practical conference proceedings and publicistic publications of Azerbaijan, USA, Austria, Switzerland, Türkiye, Latvia, Ukraine, Kazakhstan and other countries.
At different times, he gave lectures at Lanzhou University of Finance and Economics of China, Cornell University, Siegen University of FRG, University of Dunaujvaros, Hungary, Penn State University, Kyiv National Economics University of Ukraine, and Poltava University of Economics and Trade.
He represented UNEC at the meetings of European Universities Association, Federation of Islamic World Universities, International Universities Association and other international university associations.
In 2013-17, he was the author and grant manager of the TEMPUS Project of the European Union on “Development and improvement of university management in the field of international relations”. A total of 15 universities from Azerbaijan, Ukraine, Tajikistan, Kyrgyzstan, Great Britain, Italy and Spain participated in the international project, which was coordinated by UNEC.
In 2003-2006, he worked as a local expert in a number of international projects on the accession of the Republic of Azerbaijan to the World Trade Organization (WTO) implemented under the Ministry of Economic Development of the Republic of Azerbaijan (now the Ministry of Economy). He participated in bilateral and multilateral trade negotiations with the USA, European Union, Japan, Australia, Türkiye and other countries as a member of the Negotiation Group for the accession of the Republic of Azerbaijan to the WTO.
In 2011-17, he was the manager of the “WTO Reference Center” and the “Fundamental Library of the World Intellectual Property Organization (WIPO)”, as well as the coordinator of the “Virtual Institute of the United Nations Conference on Trade and Development (UNCTAD)” operating at UNEC.
In March-November 2018, he was the coordinator of the Ministry of Education of the Republic of Azerbaijan in the “World EXPO 2025 Baku” initiative.
He was invited as a regional expert and trainer to international seminars and trainings organized by UNESCO, WTO and the European Commission in Azerbaijan, Türkiye, France and Belgium.
By the Decree of the President of the Republic of Azerbaijan dated July 31, 2019, he was appointed as the rector of Mingachevir State University.
He is a member of the New Azerbaijan Party.
He is married and has two sons.
