ABOUT THE SCIENTIFIC COUNCIL OF MINGACHEVIR STATE UNIVERSITY

The Regulations of the Scientific Council of Mingachevir State University (hereinafter MDU) are developed in accordance with the Decree No. 349 of the President of the Republic of Azerbaijan dated June 13, 2000, on “Improvement of the Education System in the Republic of Azerbaijan,” the Resolution No. 191 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 4, 2001, approving the “Regulations on State Higher Education Institutions Operating Based on the Principle of Self-Government,” and the Order No. 792 of the Minister of Education of the Republic of Azerbaijan dated November 10, 1997, approving the “Regulations on the Scientific Council of Higher Education Institutions.” These regulations determine the main directions of the establishment and operation of the Scientific Council of MDU (hereinafter referred to as the Scientific Council).

By its position, the Scientific Council includes the Rector, Vice Rectors, the Scientific Secretary, Deans of Faculties, the Chairman of the Trade Union Committee, Heads of relevant departments, as well as the Chairpersons of the Student Youth Organization and the Student Scientific Society. Other members of the Scientific Council are elected by secret ballot.

The Scientific Council performs relevant principal functions for the strategic development of the university and regulates the university’s activities in various areas as a legislative body. It determines the procedures for elections to positions such as Dean, Head of Department, Professor, etc., in accordance with the current normative regulations, establishes scholarships, creates specific scholarships, and carries out other functions. The Scientific Council makes decisions on the establishment of faculties, departments, and laboratories, the implementation of necessary structural changes, and the provision of comprehensive care for talented and outstanding students.

Regarding the awarding of academic titles to university staff, the Scientific Council submits applications to the Higher Attestation Commission under the President of the Republic of Azerbaijan. If necessary, it makes amendments to the MDU Charter and approves the internal disciplinary rules for the MDU collective.

The Scientific Council approves the University’s Strategic Development Plan, ensures the implementation of the university’s important educational and scientific policies, the priorities of international relations, staff and social issues, the development of MDU’s infrastructure, and other long-term plans.
