Strategic Cooperation Between MSU and OSTİM Technical University Brings Industry-Based Education Model to Mingachevir

Cooperation between Azerbaijan and Türkiye in the fields of science and education is entering a new stage. On October 17, 2025, within the framework of an official visit to Türkiye, a delegation led by the Rector of Mingachevir State University (MSU), Anar Eminov, met with the Rector of OSTİM Technical University, Professor Murat Yulek, and the university’s senior leadership in Ankara.

During the meeting, Rector A.Eminov highlighted MSU’s recent internationalization initiatives, the development of an innovation-oriented academic environment, and the university’s strategic focus on strengthening university–industry collaboration. He emphasized that cooperation with OSTİM Technical University represents an important step toward integrating MSU’s educational and research activities with real industrial and technological ecosystems.

Rector Eminov also noted that MSU’s academic staff and students are expected to benefit from OSTİM’s extensive network of more than 6,000 industrial enterprises. In addition, he expressed the university’s intention to establish joint laboratories and underlined the particular importance of this partnership for Mingachevir as one of Azerbaijan’s major industrial centers.

Professor M.Yulek provided detailed information about OSTİM Technical University’s “University Within Industry” model and expressed confidence that this approach could be successfully implemented through joint initiatives with MSU. He highly appreciated MSU’s development potential in engineering, applied sciences, and innovation, noting that the partnership would create valuable opportunities for both institutions.

Following the meeting, a Memorandum of Understanding was signed between the two universities.

The primary objective of the Memorandum is to expand cooperation in education, scientific research, innovation, and industry engagement. Within this framework, the parties agreed to collaborate on the establishment of joint laboratories in applied sciences and engineering, the creation of shared platforms between technoparks and innovation centers, the organization of startup and entrepreneurship training programs, the implementation of dual and joint degree programs, and the facilitation of academic exchange and summer internship opportunities. The agreement also envisages the application of the “University–Industry” model at MSU, as well as the organization of joint conferences, seminars, and scientific events.

After the signing ceremony, the delegation visited the campus of OSTİM Technical University.

The representatives of MSU highly appreciated the university’s modern classrooms, advanced laboratories, research centers, and its infrastructure closely integrated with industrial enterprises. This cooperation is expected to make a significant contribution to strengthening knowledge and technology exchange between the higher education systems of Azerbaijan and Türkiye, promoting industry-oriented education models, and preparing future specialists with strong practical and professional competencies.
