Mingachevir State University is opening student admissions for second higher education for the 2026/2027 academic year in the majors listed below (Azerbaijani department) on a tuition-paying basis, covering both full-time and part-time modes of study. Admission to second higher education is conducted in accordance with the “REGULATIONS on the Content, Organization of Additional Education, and Issuance of Relevant Documents to Persons Who Have Received Education in Any Field of Additional Education”. The admission process for second higher education at Mingachevir State University will be carried out electronically starting from June 04, 2026, via the https://portal.edu.az/ portal.

Applicants wishing to enroll in the specified majors must submit the required documents electronically through the https://portal.edu.az/ portal. Candidates whose documents meet the relevant requirements will be invited to an interview. The interviews are scheduled to take place at the main academic building of Mingachevir State University.

Applicants for second higher education must submit the following documents in electronic format (scanned copies):

• A notarized copy of the document on higher education (diploma) along with the diploma supplement (scanned copy);
• A 3×4 cm photograph;
• A copy of the identity card (scanned copy);
• An extract from the state electronic information system to determine the citizen’s current “Student-Graduate” status (you may use the my.gov.az portal);
• A scanned copy of the employment certificate / labor book.

NOTE:

• Persons who obtained their higher education abroad after 1993 can pursue a second higher education at the university only after their diplomas are recognized in accordance with the established procedures by the Ministry of Science and Education of the Republic of Azerbaijan.
• Applicants for the specified majors will earn the right to a second higher education upon electronic submission of the required documents, provided they meet the relevant criteria.
• Persons whose previous higher education background is different from the chosen major, or whose current job position aligns with the selected major, are eligible for admission to second higher education. Fulfillment of these conditions is determined by the selection committee at the educational institution.
• Education is tuition-based. Tuition fees vary depending on the specific majors (the list is attached).
• The medium of instruction is Azerbaijani.
