Scientific-Practical Seminar on the Protection of Human Rights and Freedoms Held at Mingachevir State University

On February 24, 2026, a scientific-practical seminar entitled “The National Action Program for the Effective Protection of Human Rights and Freedoms and the Prevention of Violations of Rights and Freedoms” was held at Mingachevir State University (MSU).

The seminar aimed to promote the protection of human rights and freedoms, strengthen legal awareness, increase public sensitivity toward human rights violations, and facilitate academic discussions on the implementation of state programs in this field.

The event was moderated by Elvin Mammadzada, Advisor to the Rector for Social Affairs at MSU. During the opening session, the crucial role of ensuring human rights and freedoms in building a democratic state governed by the rule of law was emphasized.

At the seminar, Polad Atayev, legal adviser of MSU, delivered a presentation on “Constitutional Rights and Freedoms of Humans and Citizens, Their Types, and the Effective Protection of These Rights and Freedoms.” His presentation provided detailed information on the legal foundations of human rights, protection mechanisms, and the importance of legal awareness.

Aygun Gadirova, Deputy Dean of the Faculty of Education and Doctor of Philosophy, presented on “Continuation of the Implementation of the Action Plan of the First State Program on the Great Return to the Territories of the Republic of Azerbaijan Liberated from Occupation.” She highlighted the social and humanitarian dimensions of the Great Return process.

Nargiz Niftaliyeva, lecturer at the Department of Pedagogy and Psychology, delivered a presentation entitled “Implementation of Awareness-Raising Activities on the Importance of Family and Marriage among Young People and the Negative Consequences of Early and Consanguineous Marriages.” The presentation addressed the social, psychological, and legal implications of early and consanguineous marriages.

Another presentation was delivered by Aydin Karimov, lecturer at the Department of Pedagogy and Psychology, on “Promotion of the National Action Plan for Gender Equality (Women and Men) in the Republic of Azerbaijan for 2026–2028.” He emphasized that gender equality is an integral component of human rights.

As part of the event, a video presentation related to the seminar topic was screened, participants’ questions were answered, and extensive discussions were held.

The seminar was positively received by participants as an important component of the university’s efforts to promote the protection of human rights and freedoms, expand legal awareness, and foster the values of social responsibility.
