On December 16, 2025, a Memorandum of Understanding on scientific and academic cooperation was signed between Mingachevir State University (MSU) and Azerbaijan State Oil and Industry University.

The Memorandum was signed by the Rector of MSU, Anar Eminov, and the Rector of Azerbaijan State Oil and Industry University, Rufat Azizov, within the framework of the XXVIII Republican Scientific Conference of Doctoral Students and Young Researchers, organized by the Ministry of Science and Education of the Republic of Azerbaijan, the State Agency for Science and Higher Education, and Azerbaijan State Oil and Industry University.

The primary objective of the signed Memorandum is to strengthen and expand cooperation between the parties in the fields of education, scientific research, and human capital development. Within this framework, the agreement envisages the exchange of academic staff and researchers, the organization of joint conferences and symposiums, the implementation of collaborative research and lifelong learning programs, the exchange of innovative teaching and management practices, and cooperation in the professional development of specialists.

It should be noted that the Memorandum holds significant importance in enhancing MSU’s scientific potential, developing its academic environment, and expanding strategic partnerships with leading higher education institutions in the country.

It is also worth noting that out of 610 papers accepted for the conference, 106 belong to doctoral students and young researchers from MSU.
